CAREER DESCRIPTION
AUDITOR-APPRAISER TRAINEE
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 28, 2024 - 4.25% increase
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE OFFICE OF THE ASSESSOR
The Assessor's Office values all legally assessable property with uniformity and impartiality, producing property tax assessment rolls in accordance with the laws of the State of California. The Assessor staff help Business, Real and Personal Property owners understand their property valuations and apply exclusions and exemptions as allowed by property tax law.

THE OPPORTUNITY
An Auditor-Appraiser Trainee works under definite guidelines to develop sufficient knowledge to independently perform the more complex real and personal business property, auditing, and appraisal work. This class is in the entry-level position in the Auditor-Appraiser series and is for training/preparing employees for promotion to Auditor-Appraiser I after one year.
Examples of duties include:
- Learning laws, rules, regulations, procedures, and techniques of auditing and appraising
- Inspecting, auditing and appraising real, business, and personal property
- Examining and analyzing fixed asset listings, balance sheets, income statements and other accounting records for valuation information and assessment purposes
- Applying depreciation and calculating replacement costs of real and business, personal property
- Candidates may be required to make out-of-state trips to audit business records
The ideal candidate must either:
Hold a four-year degree with a specialization in accounting from a recognized institution of higher education (accredited). A degree with a specialization in accounting consists of either:
- 18 semester units (or quarter equivalents) of accounting and/or auditing courses from a recognized institution of higher education. Business law and economic classes may not contribute toward the 18 units; or
- 19 semester units (or quarter equivalents), 16 of which must be accounting and/or auditing courses from a recognized institution of higher education, and 3 semester units may be either business law or economic classes.
Or
Possession of a certificate as a Certified Public Accountant issued by the California State Board of Accountancy.
In addition, the ideal candidate will possess knowledge in the following core competencies:

- Understanding and analyzing technical data
- Preparing accurate records and submitting clear and concise reports
- Proficiency with Microsoft Office Suites (Word, Excel, Etc.)
- Applying critical thinking to assess complex situations and make informed decisions
- Collaborating effectively with team members and stakeholders to achieve shared goals.
- Building and maintaining positive relationships with other public agencies to facilitate coordination and information sharing.
- Providing excellent customer service to property owners, taxpayers, and other stakeholders, addressing inquiries and concerns in a professional and helpful manner.
- Writing audit narratives summarizing the audit results
- Meeting with the taxpayer representatives with courtesy and tact
- Utilizing customer service techniques to respond to taxpayers needs

License/Certification:
Possession of a valid Appraiser Certificate or ability to obtain a Temporary Appraiser Certificate issued and required by the California State Board of Equalization.
A permanent Appraiser Certificate must be attained within one year of employment.
Possession of a valid California Driver License, Class C or higher.
RECRUITMENT PROCESS

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Only the most successful candidates will be placed on the eligible list.
