This position provides legal research, analysis, counsel and assistance to the Enforcement Division senior management and staff. The incumbent works in conjunction with DNR General Counsel, and through its direction, the Office of the Minnesota Attorney General, and legal counterparts from other entities. As needed and assigned, the incumbent's focus will be directed to specific issues/tasks within the Division of Enforcement, providing targeted counsel and assistance to meet the division's needs. In addition to rendering advisory legal analysis and opinions to agency staff, the incumbent's duties may also include (1) review, drafting, and other assistance with regard to division agreements, policies and procedures; (2) assistance with legislative affairs; (3) litigation management, when directed by DNR General Counsel; (4) legal analysis and assistance with requests under the Minnesota Government Data Practices Act; (5) creation and delivery of training to division staff and external stakeholder entities; and (6) provide insight on labor negotiations proposals . The incumbent will also perform other duties as assigned.
Qualifications:
Minimum Qualifications:

• Must have a Juris Doctorate (J.D.)
• Current licensure in good standing to practice law in the State of Minnesota.
• Three years of professional experience practicing law including conducting legal research, providing client advice, drafting agreements and other legal documents, and interpreting legal authority.
• Demonstrated human relations and communication skills, effective writing, listening, persuasion and ability to develop consensus among diverse interests in an objective and fair manner.
• Conflict management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions on policy/program direction, staff, budget, etc.
• Problem solving skills sufficient to define, understand, analyze, prioritize, and recommend solutions to complex problems related to operations, policy, and program priorities.
• Demonstrated ability to develop and maintain effective working relationships with a wide variety of clientele, both internal and external to the Division and Department.
• Ability to produce written products that are thorough in content and professional in appearance.
• Ability to plan and deliver complex legal training to small and large groups.
• Experience in one or more of the following areas: natural resources law, employment law, government grants/contracts/acquisitions, civil litigation, or the Minnesota Government Data Practices Act or closely related field as determined by the hiring agency.

Preferred Qualifications:

• Experience working in the public sector, including state or local government.
• Experience working regularly with natural resources protection regulations and laws.
• Strong interpersonal skills to facilitate, mediate, negotiate, manage relationships, and maintain positive working relationships with tribal communities.
• Knowledge of the Minnesota Government Data Practices Act and ability to analyze data, determine classification of data, and provide protection of not public data.
• Experience developing and conducting staff trainings related to relevant law enforcement issues.
• Strong ability to analyze and summarize diverse information sources.
• Experience in developing legislative proposals and testifying before state/federal legislative bodies.
• Knowledge of the legislative process and functions.
