Minimum Qualifications:
- Must have a Juris Doctorate (J.D.)
- Current licensure in good standing to practice law in the State of Minnesota.
- Three years of professional experience practicing law including conducting legal research, providing client advice, drafting agreements and other legal documents, and interpreting legal authority.
- Demonstrated human relations and communication skills, effective writing, listening, persuasion and ability to develop consensus among diverse interests in an objective and fair manner.
- Conflict management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions on policy/program direction, staff, budget, etc.
- Problem solving skills sufficient to define, understand, analyze, prioritize, and recommend solutions to complex problems related to operations, policy, and program priorities.
- Demonstrated ability to develop and maintain effective working relationships with a wide variety of clientele, both internal and external to the Division and Department.
- Ability to produce written products that are thorough in content and professional in appearance.
- Ability to plan and deliver complex legal training to small and large groups.
- Experience in one or more of the following areas: natural resources law, employment law, government grants/contracts/acquisitions, civil litigation, or the Minnesota Government Data Practices Act or closely related field as determined by the hiring agency.
Preferred Qualifications:
- Experience working in the public sector, including state or local government.
- Experience working regularly with natural resources protection regulations and laws.
- Strong interpersonal skills to facilitate, mediate, negotiate, manage relationships, and maintain positive working relationships with tribal communities.
- Knowledge of the Minnesota Government Data Practices Act and ability to analyze data, determine classification of data, and provide protection of not public data.
- Experience developing and conducting staff trainings related to relevant law enforcement issues.
- Strong ability to analyze and summarize diverse information sources.
- Experience in developing legislative proposals and testifying before state/federal legislative bodies.
- Knowledge of the legislative process and functions.
