Job Summary and Essential Function:
The Pre-Admission Testing (PAT) Assistant Manager oversees all outpatient laboratory collection services in addition to support staff in the pre-op medical evaluation center, anesthesia consult clinic, and chart prep team. This role facilitates day to day operations in those areas collaborates with the main laboratory team and ensures the department remains in compliance with all regulatory agencies, AHS protocols, policies, and procedures. The PAT Assistant Manager assists with the development and achievement of department goals, standards, and objectives which directly support the strategic plan, mission and vision of Atlantic Health System (AHS).
Job Responsibilities along with a percentage of time performing duties.
50% - Provide input, collaborate and support department manager and director to provide oversight of: planning, operational, and budgeting functions, and staffing resources.
15% - Collaborate with HR and Department Manager/Director to effectively recruit and retain a stable and competent workforce. Work with leadership teams to enforce TMs compliance to policy and standards.
25% - Communicate with all stakeholders to assure the efficient and productive operations of PAT via applicable methods. Attend assigned education sessions, meetings, and committee.
10% - Direct care within department (facilitating break, relief, unexpected absence coverage)
Job Functions:
Knowledge and ability to perform job functions of phlebotomy, scheduling and sech-tech roles and include but are not limited to:
Job function: 01. Oversees all outpatient lab collection activities, chart room compilation and scheduling, as well as support staff in the pre-op medical evaluation center and anesthesia consult clinic. This role functions in collaboration with the RN Supervisor and Manager/ Director, ensuring all team members follow industry regulations, standards, policies, and procedures. Assists with developing, executing, and tracking of specific departmental goals, standards, guidelines, and objectives which directly support the strategic plan and vision of AHS.
Job function: 02. Oversees the requisitioning, purchasing and acquisition of supplies and equipment in collaboration with the pre-admission testing team. Assesses and escalates to leadership the needs for systems/equipment/supplies purchases, monitors usage, and oversees proper working order and/or stock supplies, including vendor management.
Job function: 03. Works collaboratively with team members, peers, department leadership, senior level leadership, physicians, and clinicians to resolve operational challenges. Responsible for staffing to volumes and adjusting as needed to ensure productivity targets are met while meeting demands of patient volume.
Job function: 04. Manages a team of direct reports including performance management, employee engagement, performance improvement plans, and conflict management. Performs and oversees team member scheduling and assignments adjusting according to work volume and staff developmental needs. Provides leadership to ensure performance improvement, customer service and effective teamwork. Communicates effectively with various audiences using the most appropriate method for the situation. Evaluates the performance and competency of staff and coaches team members in an appropriate and effective manner. Plan and execute staff meetings as needed in collaboration with RN Supervisor and Department Manager.
Job function: 05. Demonstrates subject-matter expertise and applies best practices in laboratory collection procedures and problem-solving. Demonstrates knowledge in laboratory specimen collection and industry standards. Able to troubleshoot missed collections, incorrect collections, incorrect specimen labeling and any other issues that may arise. Responsible for investigation and follow up for incident reporting. Works collaboratively across departments for resolution of issues reported.
Job function: 06. Proficient computer skills using Microsoft Office software including Word, Excel, Power Point, and acts as the subject matter expert for Soft ID and EPIC software applications within the department.
Job function: 07. As part of the annual evaluation process, submits a list of year end accomplishments as well as goals that are reviewed and mutually agreed upon for the coming year.
Job function: 08. Personal/ Professional growth will be maintained through leadership development classes, in-service education, conferences, and literature review. Must attend required number of mandatory meetings.

Minimum Education and/or Experience Requirements
Education:
High School Graduate or GED.
Certified in Phlebotomy
Ability to read, write and speak English fluently. Bachelor's Degree in business, operations management, or related field; preferred.
Experience:
Minimum of 15 years related experience or equivalent combination of education/experience in outpatient phlebotomy.
Leadership experience within phlebotomy preferred
Knowledge in laboratory collection process, continuous quality improvement (CQI), standards of TJC, and CLIA.
Strong communication skills required; ability to cultivate cross departmental relationships.
Required Licenses, Certifications and/or Registrations
Phlebotomy certification required
Other Desired Skills, Abilities, and Knowledge
Physical Requirements: Must be able to push/pull/lift to 50lbs. Must be able to tolerate long periods of standing and /or walking.
Other tasks which may be required: assignments that meet the needs of the department
Physical Demands
This position requires a full range of body motion including handling and lifting, manual finger dexterity and eye-hand coordination. It involves standing and walking and requires normal visual acuity and hearing.
