POSITION SUMMARY
Join our team as the Associate Vice President of Human Resources, a pivotal role responsible for orchestrating and leading a comprehensive HR program. As a member of our Executive Team, reporting directly to the Vice President of Governance and Administration, you'll spearhead initiatives encompassing recruitment, onboarding, retention, classification/compensation, payroll, and benefits administration. Your expertise will guide policy development and implementation, foster relationships throughout the college, drive training and leadership development, and oversee regulatory compliance. DUTIES & RESPONSIBILITIES
Leadership & Strategic Direction
  • Provide advice and counsel to the President and Executive Leadership on HR policy issues, employee labor relations matters and related litigation
  • Active member of Executive Team, Presidential Leadership Teams and College Counsel
  • Develop and implement effective strategic HR policies and programs college wide, aligns HR objectives with college-wide strategic plan, vision, mission, and values.
  • Provide overall leadership and strategic direction for the College human resource activities
  • Provide guidance and leadership to the major functional areas of HR which include Payroll, Benefits, Recruiting, Classification and Compensation, Labor Relations and Systems Management
  • Builds, motivates, retains and leads a strong result oriented and respected Human Resources department that is proactive, operationally excellent and viewed by the college as collaborative, fair and equitable, trustworthy, supportive, thorough, efficient, and innovate
  • Supervision of exempt Human Resources staff
  • Manages department budget, unit planning and strategic plan
  • Utilizes data-driven decision making to drive results
  • Promotes strong customer service focus in the Human Resources/Payroll department throughout the district.
  • Acts as custodian of records for the Human Resources department
  • Sponsors, oversees, and support HR/Payroll initiatives and maintains momentum for strategic priorities
  • Oversees the college's compliance with applicable Federal and State Employment laws, as well as internal Human Resources policies.
Affirmative Action/EEO/Diversity and Equity Partnerships
  • Acts as college ADA Coordinator and Affirmative Action Officer
  • Maintains and updates Affirmative Action Reporting
  • Responsible for yearly AA/EEO reporting to the Board of Education
  • Partners with the Chief Equity Officer to ensure that human resource functions are aligning with the needs of the students and college goals. Provide strategic partnership for recruitment and retention goals.

CANDIDATE QUALIFICATIONS

Minimum Qualifications
Bachelor's degree from an accredited institution
-AND-
At least ten years of Human Resources experience
-AND-
At least two years of high-level administrative experience in Human Resources.
-AND-Experience in leadership, budget development and management, and supervision

Preferred Qualifications
  • Master's degree
  • SHRM, CLRP, or HRCI Certification
  • Experience with collective bargaining
  • HR Leadership in a unionized environment
  • Human Resources specific courses such as classification compensation, selection, contract management and labor law
  • Experience in a community college or educational setting.
  • Experience working with culturally, linguistically, and economically diverse employees, students and communities

ADDITIONAL INFORMATION
TERMS OF EMPLOYMENT
  • This is a 100%, 12-month exempt assignment of the E1 band and grade
  • This position has a 1-year probationary period
  • All positions at Chemeketa are required to be available for work onsite as requested by the college.
  • Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
  • This position may require the use of your personal vehicle for transportation between campus locations
  • Requires the provision of official transcripts upon hire
  • Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS
Sedentary Work:Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

    PUBLIC SERVICE LOAN FORGIVENESS
    Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
