Position Title: Associate Vice President of Finance

Department: Administration

Supervisor: Vice President of Finance and Operations

Responsibilities: Accounting, Revenue Cycle

FLSA Status: Exempt


Summary:

The Associate Vice President of Finance (AVP of Finance) works directly with the Vice President of Finance and Operations (VP of F&O) to implement and lead the management, policies and procedures of the organizations financial services and procurement departments. Directly oversees and manages the organizations fiscal and procurement systems including, but not limited to financial reporting, planning, budgeting, analyzing, forecasting, and performs directly related work as required. Under the VP of F&O, provides leadership and management of the financial departments of Alluvion Health Accounting and collaboratively assists to ensure the successful achievement of the organization’s mission and strategic plan regarding financial operations, revenue cycle management and general fiscal oversight. Assists, coordinates and develops accounting, financial monitoring, and reporting systems, including establishing internal controls in accordance with Federal, State and other regulatory agency standard operating procedures. The AVP of Finance ensures timely and proper filing, maintenance and custody of accounts, records and documents in defined areas of oversight for ease of management, reference and retrieval. In support of the VP of F&O, leads, supervises and manages the financial functions of Alluvion Health and works collaboratively with all leadership to ensure full fiscal compliance and collaboration across all divisions. The AVP of Finance helps identify opportunities and needs relating to fiscal functions and develops and implements the necessary and appropriate processes, programs, and budgets. In support of the VP F&O the AVP of Finance helps ensure the fiscal operations of the Alluvion Health to ensure maximum revenue collections and efficient operations of staff. The AVP of Finance participates as a productive member of the leadership team, supports the organizational mission and vision, and performs other related duties as required or assigned. Provides financial and administrative leadership in a challenging health care delivery system. The work is performed in accordance with established standards and practices of the medical profession, Alluvion Health requirements, state and federal law.

This is a hybrid, partial remote availability.

Essential Job Responsibilities:

  1. Works collaboratively with members of Alluvion Health’s Leadership Teams to assure achievement of annual business and strategic goals and objectives.
  2. Builds financial and operational systems, policies and procedures and ensures accountability to standard operating procedures for overall organization compliance with all regulatory agencies.
  3. Maintains accurate, updated and rigorous financial and accounting records for the organization and facilitates external and internal audits, or any other financial or operational audits, as required for legal and regulatory compliance.
  4. Completes regular reconciliation and monthly/quarterly/annual closing of systems and transactions, reviews financial and operational transactions and works with teams to ensure transparency and accountability of organization’s operations and fiscal positions.
  5. Provides leadership and supervision to Accounting, Billing and Coding staff.
  6. Assists the VP of F&O with financial operations reports for the Alluvion Health Board of Directors, Foundation Board and other appropriate Boards or Agencies, regarding the fiscal activity of Alluvion Health.
  7. Provides training and orientation to the new Accounting, Billing and Coding staff within the first week of hire with continual feedback, follow up, and training to new staff during their 6-month orientation period;
  8. Oversees quality performance of Revenue Cycle, Accounting, Billing and Coding departments.
  9. Supports the VP of F&O with fiscal operations of Adlera Lab, Alluvion Health Foundation and any other Alluvion Health affiliated entities.
  10. Uses financial data, including that related to procurement, for accuracy and compliance with policies and procedures and plans for and facilitates compliance checks and external and internal audits appropriately.
  11. Assist in ensuring organization-wide compliance with established financial policies, procedures, and practices through means such as counseling, coaching, guidance, training, and negotiation.
  12. Assist in directing and coordinating programmatic and organizational budget development as well as supporting Departmental leadership’s understanding of and achievement of budgetary goals.
  13. Monitors workload and recommends increased or decreasing staffing levels to accommodate financial organizational needs.
  14. Assists in the budgeting process, annual review of the fee schedule, annual review of the sliding fee scale, annual review of costs to provide services, and other assessments and performance metrics and presentation of recommendations for changes in the same to the Alluvion Health for acceptance and approval.
  15. Together with the other fiscal managers, serve as an organizational contact with auditors, facilitate timely and thorough completion of annual independent audits, and ensure that the auditor’s recommendations and requirements are properly implemented in a timely fashion.
  16. Performs duties with accuracy and punctuality.
  17. Works closely with fiscal staff and accounting department to ensure fiscal policy is implemented in all Alluvion Health programs.
  18. Completes and tracks journal entries and/or correcting journal entries for expense and revenue postings to ensure accuracy of financial statements.
  19. Draws down federal grant money as appropriate.
  20. Helps maintain a detailed trial balance and summaries.
  21. Prepares federal, state and local reports, petty cash fund report, Medicare Cost Reports, UDS, FFR, and all other reports in a timely manner.
  22. Assists in preparing grants to expand funding opportunities.
  23. Works collaboratively with Alluvion Health’s Leadership Team to ensure compliance with Health Resources and Services Administration Section 330 Grant Funding (HRSA) requirements and reporting; including Uniform Data System (UDS), budget period renewals, audits, Federal Financial Report (FFR) and any other submissions required for compliance.
  24. In partnership with the Executive and Senior Leadership Teams, explores and implements opportunities to expand services to reach a wider demographic while meeting the HRSA requirements and maintaining financial solvency.
  25. Regularly schedules interdepartmental and departmental meetings to maintain liaison among departments and/or staff.
  26. Remains knowledgeable of support staff’s roles and responsibilities, as well as all areas of practice to provide continuity of services during position vacancies; maintains work schedules for all staff.
  27. Provides leadership, conflict resolution, motivation and promotes teamwork of employees in achieving organizational goals.
  28. Responsible for completing various special projects/events, which may require reviewing and analyzing information, identifying problems, recommending solutions to the VP of F&O, and writing reports.

Education/Training/Qualifications:

Education/Training:

  • Bachelor’s Degree in finance, business, accounting or closely related field with five (5) years of experience in a health care financial environment and three (3) years of supervisory experience required;
  • Or any equivalent combination of experience and education relevant to the position totaling six (6) years that include three (3) years of supervisory experience;
  • CPA preferred;
  • FQHC experience preferred;
  • Three years federal and private grant management experience preferred.

Certifications:

  • Valid Driver’s License issued by the State of Montana.

Computer:

  • Intermediate to advanced software knowledge in Excel, Access, Word, Outlook, and the ability to learn and adequately operate Alluvion Health software applications.


Language Skills:

  • Fluent in the English language. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints.

Working Conditions:

  • Work indoors in climate-controlled environment 95% of the time.
  • OSHA Exposure Category #2 (The normal work routine involves no exposure to blood, body fluids, or tissues, but exposure or potential exposure may be required as a condition of employment.)


Work Hours:

  • Full-time, Exempt. Typically, a 40-45 hour workweek.

Wage:

  • $95k DOE/DOQ
