Job Description: Position Title: Associate Vice President of Behavioral Health Operations Department: Behavioral Health Supervisor: Vice President of Integrated Services Responsibilities: Behavioral Health, Substance Use Disorder, Clinical Supervision, Crisis Intervention Coalition FLSA Status: Exempt Summary: The Associate Vice President of Behavioral Health Operations (AVP of BH Ops) provides leadership to ensure the successful achievement of the organization’s mission and strategic initiatives related to Behavioral Health, substance use disorder (SUD), Crisis Intervention Coalition and other affiliated divisions. Responsible for supporting mission and goal achievement, organizational quality and patient centered care by providing leadership and clinical direction for direct reporting divisions. Works collaboratively with community partners in the design, development and implementation of crisis intervention, mobile response and diversion services associated with Behavioral Health community response programs. Ensures efficient and effective leadership of all Behavioral Health services, including the Behavioral Health team at all Alluvion Health sites and partners with the School-Based Associate Medical Officer and School-Based Health Center (SBHC) Director for staff located at SBHC sites. Ensures coordination of care with primary care departments and other mental health, addiction, or substance abuse agencies as appropriate, to provide comprehensive patient centered health care within the health center. The AVP of BH Ops ensures all Alluvion Health licensed clinical Behavioral Health providers services meet appropriate levels of care based on the patient’s diagnosis and need. In partnership with the Executive Team and other members of management, the AVP of BH Ops will ensure the smooth operation of Behavioral Health clinic-based services and the definition, establishment and achievement of productivity goals, education, training, workforce development, Patient Centered Medical Home (PCMH) certification, QA/QI Programs, Emergency Preparedness Program and Risk Management/Compliance Programs. Essential Job Responsibilities: Works collaboratively with members of Alluvion’s Leadership Team to assure achievement of annual business and strategic goals and objectives relating to direct reporting departments;Seeks to improve and implement the strategic plan for Behavioral Health operations;Ensures the supervision and coordination of various personnel actions by direct reporting management teams, including, but not limited to, directing, training, competencies, performance appraisals, promotions, monitoring time and attendance, and vacation schedules to ensure departments operate in an efficient manner and patients receive high quality care;Ensures the department supports and closely coordinates mental health care with the patient’s primary care provider and, when appropriate other mental health or substance use providers;Ensures the use of evidence-based tools to assess outcomes of departments;Assists with efforts for corporate compliance, risk management and quality improvement, including PCMH certification;Facilitates referrals for clinically indicated services outside the community health center (mental health specialty care, substance abuse treatment, housing assistance, etc.);Participates in Quality Improvement/Quality Assurance activities to ensure departmental and organizational compliance with all governmental and regulatory agencies;Establishes and maintains productive working relationships with employees, directors, and other community organizations to ensure quality services and program requirements are met to carry out the goals and objectives of the health center program;Ensures the supervision and coordination of BH clinic activities, ensuring organized and smooth operations to include oversight and management of provider’s daily schedules, patient flow, and overall management of patient satisfaction and risk management;Builds strong positive communication with providers and works as a team to enhance the success of the health center;Reviews, supports, and implements changes in Behavioral Health operational procedures to promote high quality patient centered care, productivity enhancement, risk management, cost savings, employee engagement and satisfaction;Ensures the operations and execution of Behavioral Health clinical practice activities, including monthly staff meetings and preparation of meeting agendas;Ensures all patient concerns related to direct reporting departments are handled correctly by implementing corrective actions including documenting and reporting of results;Ensures that BH staff possess high-quality practice knowledge, appearance, and professionalism, assigns mentors, and actively participates in new clinical staff on-boarding;Provides leadership, conflict resolution, motivation and promotes teamwork within all divisions to achieve Alluvion Health goals and productivity thresholds;Monitors workload and recommends increased or decreasing staffing levels to accommodate quality patient services; Assists in preparing grants to expand funding opportunities;Monitors and evaluates patient show rate and works towards maximizing community usage and access;Oversees program initiative implementation in direct reporting divisions such as meaningful use, patient centered medical home, etc. to ensure compliance and improvement;Maintains confidentiality to ensure compliance with Federal and State regulations;Works collaboratively with Alluvion Health’s Leadership Team to ensure compliance with HRSA 330 requirements and reporting including UDS, budget period renewals, audits, FFR and any other submissions required for compliance;Serves on Alluvion Health’s Leadership team and other formal and ad hoc committees and teams as appropriate;Maintains knowledge of current resources, legislative and program changes relevant to PCMH, Medical Home recognition programs, Meaningful Use and QI/QA initiatives;Supervises and coordinates various personnel actions including, but not limited to, recruiting, directing, training, competencies, performance appraisals, promotions, monitoring time and attendance, and vacation schedules to ensure the clinic operates in an efficient manner and patients receive high quality customer service;Ensures recruitment, selection and promotion procedures are coordinated and carried out in compliance with federal and state guidelines and policies (such as EEO, ADA, and AAP). Provides technical assistance and advice to the hiring managers or directors in complex and/or non-routine recruitment/selection actions. Responds to complaints/grievances from employees, applicants, or others concerning the hiring process. Investigates complaints and identifies;Remains knowledgeable of support staff’s roles and responsibilities, as well as all areas of practice to provide continuity of services during position vacancies; maintains work schedules for reporting staff;Provides leadership, conflict resolution, motivation and promotes teamwork of employees in achieving agency goals;Assists other members of the management team in developing ongoing management objectives;Familiarity with, adheres to, and ensures employee manuals, job descriptions, Alluvion Health policies and procedures, manuals, OSHA, HIPAA, CLIA and Alluvion Health regulations are maintained and followed by every staff member;Responsible for completing various special projects/events, which may require reviewing and analyzing information, identifying problems, recommending solutions, and writing reports;Performs a variety of other duties as assigned; which may include but are not limited to directing or participating in special projects and events, conducting research, representing Alluvion Health at meetings and conferences, and attending continuing education and training events. Knowledge, Skills, and Abilities: Knowledge and understanding of: Healthcare leadership and management principles;Differential diagnosis of common mental health and/or substance abuse disorders;Evidence-based psychosocial treatments for common mental health disorders;Brief, structured intervention techniques (SBIRT, Motivational Interviewing, Behavioral Activation);Psychopharmacology for common mental health disorders that is within the appropriate scope of practice;Understanding of the principles of patient education and change theory;Ability to work as a team member, establishing and maintaining effective relationships with patients and other staff;Exhibits cultural sensitivity;Federal grant requirements and regulations pertaining to federally qualified community health centers;Electronic Health Records software;Health information technology and HIPAA/HITECH compliance;Medicaid and Medicare billing practices;Safety procedures and practices. Education/Training/Qualifications: Education/Training: Masters in Social Work or Clinical Mental Health Counseling and three (3) to five (5) years of experience in a mental health care setting or equivalent which includes program development experience and two (2) years of supervisory experience;Experience in Federally Qualified Health Centers preferred. Certifications: Licensed Clinical Social Worker or Licensed Clinical Professional Counselor in the state of Montana;Must possess a valid driver’s license issued by the State of Montana. Computer: Intermediate to advanced software knowledge in Excel, Access, Word, Outlook, and the ability to learn and adequately operate Alluvion Health software applications. Language Skills: Fluent in the English language. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Work Hours: Full-time, exempt. Typically, a 40 - 45-hour workweek. Some evenings and weekend hours as needed.
