GENERAL DESCRIPTION
The Associate Vice President, Adult &Community Education and Special Projects leads and implements the strategic design, operation, and direction of the College’s diverse portfolio of credit-free and Community Education programs, to include adult basic education (ABE), high school equivalency (HSE), the English as a Second Language (ESL) Institute, and lifelong learning programs. The Associate Vice President also provides general oversight of the College’s K.E.Y.S. (Keystone Education Yields Success) Program and is responsible for grant & contract writing, management, and compliance; budget creation/planning and management; program marketing and student recruitment, retention, and completion; program data review and analysis; as well as the design, execution, and leadership of Special Projects as assigned by the Vice President. The Associate Vice President works with other College departments and external partners to lead the design and implementation of programs that bridge students in credit-free programs to credit and workforce programs and leads the coordination and implementation of assessment processes to enhance program and student outcomes. The Associate Vice President serves as one of the appointed representatives of the Vice President to the local, regional, and state adult Education and workforce community, the School District of Philadelphia, and other community-based partner organizations.

MINIMUM QUALIFICATIONS
- Master’s degree in Education Administration, Higher Education Leadership, Organizational Development/Leadership, or related field required. Any and all degree(s) must be from a regionally accredited institution of higher learning.
- Five (5) years of administrative experience in higher education in the academic and/or workforce areas required.
- Excellent interpersonal skills, including conflict resolution and negotiation skills and ability to work collaboratively leading or serving as part of a team required.
- Demonstrated ability to successfully manage large, multi-tiered projects from design to execution required.
- Excellent communication skills and knowledge of assessment, program development and evaluation, budgeting, legal/ethical issues required.
- Documented success in using and understanding data to drive decision-making, problem solving, and working productively and collaboratively with others required.
- Prior supervisory experience required.
- Creativity, initiative, attention to detail, organization, multi-tasking, and excellent proofreading, writing, and editing skills required.
- Technology proficiency utilizing MS Word, Excel, Access, and PowerPoint and experience using an enterprise-wide information and reporting system required.
- Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.
PREFERRED QUALIFICATIONS
- Doctorate in Education Administration, Higher Education Leadership, Organizational Development/Leadership, or related field preferred. Any and all degree(s) must be from a regionally accredited institution of higher learning.
- Seven (7) years progressively responsible experience in higher education administration preferred.
- Demonstrated ability to successfully secure and manage grants and contracts for educational and workforce initiatives preferred.
- Evidence of active participation in an academic enterprise and evidence of developing and leading new initiatives preferred.
- Experience in Ellucian Banner preferred.
Responsibilities:
- Provide strategic leadership, support, and guidance to a collaborative, experienced, and results-oriented team of program leaders to ensure successful outcomes for all programs within the larger Adult & Community Education portfolio.
- Design, execute, and lead new and established Special Projects as assigned by the Vice President (PHA Shared Housing partnership, CCP Wellness Partners initiative, teacher diversity pipeline, Pathways program, etc.)
- Lead the writing of grants, proposals, and contracts for new programs, business opportunities, and initiatives and oversee the program review process.
- Assist the Vice President in developing and overseeing operational budgets of programs within the Adult & Community Education portfolio.
- In tandem with Manager, Adult & Community Education, serve as a point of contact for the division’s Adult & Community Education programs to all internal and external parties.
- Provide instructional and administrative leadership of the instructors in the division’s ABE and HSE programs and the ESL Institute; develop program models and curriculum, and oversee day-to-day operations.
- In tandem with Manager, Adult & Community Education, conduct classroom observations of instruction for ABE, HSE, ESL Institute and the division’s credit-free program faculty.
- Provide leadership over the identification of appropriate curriculum for Adult & Community Education programs and determination of appropriate formative, summative and standardized assessments.
- Provide leadership over the development and maintenance of the ABE, HSE, ESL Institute and division’s master schedule of credit-free classes.
- Provide leadership over the selection, placement, and evaluation processes for Adult & Community Education program instructors.
- Compile, review and analyze data and program outcomes and prepare quarterly and annual reports for continuous improvement.
- Oversee program budgets and expenditures, and submit annual budget projections to the Vice President.
- Work closely with Academic & Student Success, Enrollment Management, and other areas at the College to design, implement, and monitor successful pipeline and bridge programming for students in the division’s credit-free programs into the College’s credit and workforce programs.
- Serve as the division’s primary contact and content expert for career & technical education (CTE) programming related to internal and external workforce initiatives.
- Oversee the design and implementation of student-centered initiatives related to success, academic transition, retention and persistence for students in the College’s Adult & Community Education programs and the KEYS Program.
- Provide strategic leadership of the state-funded KEYS program serving TANF and SNAP students and working with Project Director, KEYS, ensuring annual program performance benchmarks are met.
- Ensure compliance with all federal, state, grant, and contractual funding authorities.
- Implement relevant sections of the College’s collective bargaining agreement as it pertains to divisional activities, faculty and staff, as needed.
- Assist Vice President with strategic planning, program development, and innovation across the division.
- Serve on internal and external boards, consortia, committees, and other entities as appointed by the Vice President.
- Work with constituencies to address and solve problems.
- Support Vice President in resolving labor issues and problem-solving among bargaining units, as needed.
- Assist the Vice President on personnel matters affecting the unit, ensuring compliance with all board policies and other relevant laws, regulations and guidelines.
- Deliver quality customer services to both internal and external constituents in a professional helpful and courteous manner.
