JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York Bureau City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the
problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.
The Legal Bureau serves as in-house counsel to the Department and assist members of the service in interpreting local, state, and federal laws. The Bureau represents the Department in a variety of civil matters, produces records and video footage to external oversight bodies and for litigation, reviews and negotiates complex contracts and memoranda of understanding, and assesses Department policies, practices, procedures, and forms for legal sufficiency and conformance with the law.
The New York City Police Department’s Police Action Litigation Section assists the NYC Law Department in the defense of litigation against the City, the Police Department, and individual members of the service, where such litigation arises from police enforcement action. The Section functions as the primary liaison to the NYC Law Department to reduce financial exposure for the City and the Department, all of which impacts the success of the Department’s primary law enforcement mission. The Section’s objective is to increase the effectiveness of the Departments law enforcement
actions while decreasing its civil liability.
The specific duties and responsibilities of an Associate Staff Analyst assigned to the Legal Bureau’s Police Action
Litigation Section will include:
1. Conducting complex research, analysis, and studies stemming from lawsuit data.
2. Evaluating the effect of remediation efforts implemented by the department.
3. Drafting reports related to the impact of police enforcement litigation on the Department.
4. Performing confidential, analytical reviews of highly sensitive and complex data from the Department, as well as
outside agencies to identify patterns and trends in litigation against the Department and its members.

MINIMUM QUALIFICATIONS

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
   benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1” above.
