Associate Project Manager

Salary Range: $57,241.80 ($27.52/hr.)  - $88,732.80 ($42.66/hr.)

Hours:  7:00am - 3:30pm

Position Summary:  

Under limited supervision, provide technical (inspection based) support within the Wastewater Collection Department on a range of inspection and project management related functions. Develop and support existing and new wastewater collection programs (Final and Maintenance Bond Inspections) and processes to improve data collection, analysis, and data-based decision making.

 

Essential Functions:

  • Assist with review of SSES inspection data and specifications for operational completeness and conformance with CWS Standards regarding rehabilitation, such as manhole coating, (CIPP) Cured in Place Pipe, Chemical Root Control, etc. .
  • Assist with the ongoing development of Department expertise and use of various software with emphasis on CCTV & Spider Camera inspection data , with some GIS editing, including updating attribute tables  and hyperlinking of CCTV inspection video data.
  • Assist the Sr. Technical Inspection Manager with review, analysis, manipulation of data and reporting on collected data from SCADA, HACH WIMS, etc., and develop appropriate technical solutions to resolve identified system defects and deficiencies.
  • Assist the Sr. Technical Inspection Manager with review and development of existing and new processes for managing all Inspection related functions of the Department.
  • Assist with various project management functions (e.g., planning, organizing, monitoring, and controlling) to ensure the successful cradle to grave management of in-house and sub- contracted work. This will include specialized wastewater collection system evaluations (e.g. review of CCTV inspections, Spider camera inspections and manhole inspections data), and rehabilitation/replacement projects (e.g., Cured in Place Pipe (CIPP), manhole rehabilitation, etc.).
  • Assist with all aspects of a range of in-house inspection programs including Final New System and Capital Projects inspections, WWC Existing Grease Trap Inspection Program, New Development and Maintenance Bonds inspections, and project management of in-house and sub-contracted projects, including Cured in Place Pipe and Manhole Rehabilitation.
  • Prepare cost estimates, specifications, contracts/agreements for construction projects, system improvements projects, etc.
  • Maintain effective documentation of detailed written communications with internal and external stakeholders.
  • Obtain and manipulate data for organizing, processing, and updating maps, databases, project files, plans, exhibits, schematics etc., from available sources (e.g., County Tax Map records, field and office investigation, Highway Department, other utility companies, etc.)
  • Originate, maintain and complete all project files and associated documentation through project completion.
  • Perform evaluations of and compose detailed technical reports on pilot studies and wastewater collection system processes to improve existing procedures and implement improved procedures and processes.
  • Prepare departmental annual and periodic reports, projection reports, feasibility studies, and make recommendations based upon evaluation and presentation of collected data.
  • Assist with the development of Standard Operating Instructions (SOI's) and monthly section training.
  • Hours may be subject to adjustment as necessary to satisfy work requirements.
  • May be required to work during emergency conditions.
  • Regular attendance is required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System Policy and Procedures.

 

 

Additional Duties

  • Become proficient with wastewater modeling software and other system analyses software - e.g. Hach WIMS
  • Assist with reviews of Collection System service availability requests, considering current and proposed discharges, existing main segment and vicinity capacity constraints, and assessment of local I/I impacts.
  • Must be proficient or capable of becoming proficient with AutoCAD or other (e.g. Bluebeam Revu) software for review and mark-up of plans.
  • Ability to locate and solve existing deficiencies of wastewater system mains, valves and other appurtenances.
  • Subject to 24-hour on-call.
  • Perform other duties as assigned.
Minimum Requirements 

Physical Requirements, Activities, and Working Conditions

  • Ability to operate and maintain motor vehicles.
  • Intermittently positions self to use up to 50 lbs of torque and up to 200 ft lbs of torque occasionally, to operate valve, hydrants, etc.
  • Intermittently positions self to maneuver objects weighing up to 30 lbs and occasionally weighing up to 60 lbs.
  • Objects greater than 50 lbs requires a two-person operation.
  • Occasionally works in internal / external environmental conditions. Subject to atmospheric conditions of one or more of the following that affect the respiratory system or skin: Fumes, odors, dusts, gases, etc. Personnel Protective Equipment Required.
  • Ability to properly use drafting and surveying equipment.
  • Occasionally positions self to move, traverse in the field in excess of four (4) hours per day frequently, and

 

            in excess of eight (8) hours per day occasionally, as necessary to perform required work.

  • Occasionally ascend/descend a ladder to climb in and out of excavations, embankments, meter vaults, manholes, confined spaces, etc.
  • Must be able to make visual observations in daylight and night.
  • Ability to receive detailed information through oral communication and to make fine distinctions in sound, such as when making adjustments on equipment.
  • Ability to properly use and maneuver construction tools, powered and non-powered equipment, i.e. shovels, probing equipment, measuring devices, wrenches, etc.
  • Ability to observe repairs and field work in progress.
  • Subject to noise to cause the worker to shout in order to be heard above the ambient noise level. Hearing Protection Required.
  • Considerable movement and traversing involved at work sites on unpaved streets, uneven ground and cluttered work areas.
  • Ability to effectively communicate in writing, verbally and with a 2-way radio, to include comprehension of complex oral and written instruction.
  • Routinely and safely operate computer to include desktop and tough notebook laptops in the field.
  • Subject to vibrations. Exposure to oscillating movements of the extremities of whole body.
  • Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.

 

Education and/or Experience

  • Associates Degree in Civil Engineering or a related field and a minimum of two (2) years of related experience within the construction field or utility operations, or a combination of education and experience relevant to the essential functions equal to five (5) years.
  • Experience with plans reviews and competent in the use of plans review/mark up software. Experience in the use of AutoCAD, Granite or related program(s) preferred.
  • Ability to read and comprehend detailed technical reports.
  • Ability to use surveying/inspection equipment as needed.
  • Prefer previous involvement in some maintenance/rehabilitation work with increasing responsibility and technical involvement.
  • Must demonstrate knowledge of sewer utility maintenance procedures and best industry practices.
  • Organizational skills to determine optimum use of labor and materials resources.
  • Knowledge of principles, methods, standards, tools, and test equipment used in carrying out maintenance efforts, with the ability to evaluate costs and procedures and make recommendations on effective solutions.
  • Specialized computer and software skills; proficient in the use of computers for office tasks.
  • Proficient with Microsoft Word, Excel, PowerPoint, MS Outlook as well as other software programs utilized in Technical / Engineering disciplines.
  • Some Cityworks (or similar program) Computerized Maintenance Management System (CMMS) and Granite software experience.
  • Must possess and be able to demonstrate examples of good planning and organizational skills.
  • Prior work record indicating dependability and conscientiousness.

 

Licenses, Certifications, Registrations

  • Ability to obtain "B" level Wastewater Collection Operator's License within 24 months of hire.
  • Valid South Carolina Driver's License required.
  • Ability to obtain Nassco Spac Program (PACP) certification within 24 months of hire.

 

Training Needs:

  • OSHA and Departmental safety training as required.
