MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.
JOB PURPOSE:
Develops, implements, administers and monitors facility programs at the five (5) secure facilities. This includes all recreation, behavior modification, incentive programs visitation, youth work programs, Store of Hope, Insiders, Chaplaincy, and Classification. Supervises, manages and provides leadership and guidance to staff in this area.
JOB RESPONSIBILITIES:
Develops, implements, administers and monitors facility programing for recreation, behavior modification, incentive programs, visitation, youth work programs, Store of Hope, Insiders, Chaplaincy, and Classification Services.
Constantly evaluates and assesses programming for the needs of each facility and the agency by making adjustments as deem necessary.
Ensure comprehensive scheduling, adequate training and appropriate distribution of resources to include staff, volunteers, mentors, etc.
Serves as member of the division's leadership team by working collaboratively across divisions to ensure that operations reflect the agency's mission and philosophy.
Implements an effective youth behavior modification system that positively impacts youth behavior and that meets requirements of the DOJ settlement agreement by the specified deadlines.
Works with the designated consultants to develop, train staff, and implement the new system agency wide.
Tracks and documents system effectiveness and make adjustments as necessary.
Provides management, leadership, and supervision to all programming and services staff at all facilities.
Regularly reviews and assesses staff's quality and quantity of services provided to youth. This includes regular supervisions with direct reports and quality assurance metrics to ensure the programs meet the needs of the youth we serve.
Utilizes the agency's EPMS system and provide ongoing performance feedback to staff.
Responsible for ensuring effective monitoring of all fiscal, budgetary, human resources and personnel matters within the area.
Ensures policies and operational procedures are current.
Ensures all programs are in compliance with agency, state and federal law.
Ensures ongoing communication with the Deputy Director for division updates.
Ensures the development and implementation of a comprehensive classification system that supports and monitors appropriate housing assignments and placements based on identified youth needs. This may include psychological, medical, physical, and other factors. Interprets and accurately complies with court orders, state codes and other guidelines and regulations.
Performs all other related duties as required to meet the agency's mission.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:
A bachelor's degree and relevant program management experience.
ADDITIONAL REQUIREMENTS:
Knowledge of agency's mission, programs and objectives.
General working knowledge of the SC Juvenile Justice System.
Knowledge of residential therapeutic treatment programs designed to rehabilitate youthful offenders.
Ability to develop and implement variety of programs.
Ability to provide technical assistance and management to programming staff at facilities.
Ability to establish and maintain working relationships with various stakeholder groups involved with juvenile justice and incorporate them into facility programing.
Ability to manage, supervise and provide guidance to a variety of staff with different skill levels and responsibility.
Ability to effectively communicate both orally and in writing and to make presentations and prepare written plans and reports.
Under general supervision of the Deputy Director, manages all operations of the assigned area with ongoing feedback and utilization of the EMPS system.
This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
This position requires some travel between the five (5) facilities.
Respond to emergencies as necessary.
This position will require after hours, weekend and holiday work to ensure youth at secure facilities have appropriate programming 365 days a year.

Candidates must present documentation of their attainment of a college degree(s) at the time of the interview.

Preferred Qualifications
PREFERRED AGENCY REQUIREMENTS:
A bachelor's degree and a minimum of eight (8) years experience in a correctional setting, law enforcement, business administration, or management with four (4) years of supervisory experience.
