Summary
As an Assisted Acquisition Project Manager, you will perform highly complex technical work and in-depth analysis in the acquisition of products and services for federal customer agencies on a regional, national, or worldwide basis.

Duties
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency's telework policy.
The Federal Acquisition Services (FAS) Assisted Acquisition Services (AAS) Division is responsible for assisting Federal agencies with accomplishing their missions through Assisted Acquisition services.
Major Duties:
  • Acts upon the most complex customer agency requests for the acquisition/procurement of Information Technology and/or Professional Services products and services to include the development and design of comprehensive, integrated solutions, primarily involving military and civilian agencies. Develops partnerships and networks with the federal community and industry experts to establish new business opportunities for the AAS business line.
  • The incumbent operates as an expert Assisted Acquisition Project Manager for customer needs to integrate state of the art Technology and Professional Services requirements with the optimal product or service offering available through GSA.
  • As an expert, the incumbent provides full acquisition life cycle support to customer agencies requirements in the areas of Information Technology and Professional Services products and services. Professional Services requirements support can include, but not limited to, areas such as Consulting and Program Management Support, Engineering Services, Financial Management Services, and Logistics. Incumbent is responsible for being well versed in various GSA and other government contracting solutions. The incumbent may serve as a Contracting Officer Representative (COR).
  • Develops Interagency Agreements between FAS and the customer agency in a fee-for-service reimbursable environment. Prepares or assists customers with the development of Statement of Work (SOW) or Performance Work Statements (PWS) for the most complex IT and Professional Services requirements, and, in conjunction with the contracting officer, provides unique or tailored acquisition solutions to meet the agency needs.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position

The GS-13 salary range starts at $99,764 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is performing Acquisition Project management for multiple acquisitions, with experience including pre-award, award, and contract administration activities for information technology (IT) and/or professional services requirements. This experience must include the following: Developing or analyzing a range of pre-award acquisition documents; Formulating or executing project schedules; Leading project teams; Collaborating with multiple project stakeholders; and Monitoring contractor performance and administering contract actions.

  • Mastery knowledge and expert skill in developing acquisition strategy for assigned customer agencies/projects, conducting market research, determining contract type, executing the source selection process, and conducting the administrative contracting process for the life of task orders and contracts in accordance with applicable laws, regulations, policies, and procedures.
  • Knowledge of Department of Defense and Civilian Agency policy to formulate and execute IT and Professional Services acquisitions, ensuring compliance with all laws, regulations and policies. Skill in formalizing a comprehensive acquisition package required to obtain agency legal approval for solicitation to industry and project award.
  • Expert skill in managing multiple, complex IT and/or professional services' projects concurrently for a wide variety of user agencies; coordinate with customer to develop order modifications, write appropriate justifications, and coordinate with Contracting Officer for modification award; monitor and advise Contracting Officer on project performance related issues; manage contractor performance.
