Under the general direction of the Vice President of Finance & Administration & CFO, the Assistant Vice President of Human Resource (AVP of HR) will provide leadership to support the day-to-day operations of the Office of Human Resources. The AVP of Human Resources will play a key role in supporting the successful growth and development of the expanding HR operations function including initiatives that drive efficiency and standardization of processes. Specifically, the AVP of HR will assist in overseeing HR operations with a heavy emphasis on HRIS maintenance, compensation, classification, Benefits, audit, policy/legislative compliance, reporting/analysis, primarily electronic records maintenance, process improvement, departmental procedures, and automation. The AVP of HR is responsible for ensuring the overall efficiency of the Office of Human Resources. The core of this position requires a highly detailed, motivated, process driven and proactive person who embraces the opportunity to help grow an institution where innovation, creativity and inspiration meet. The successful candidate will have demonstrated depth and breadth as a strong HR Generalist with experience driving implementation and execution of key HR initiatives in a high-change environment.

Responsibilities
  • Oversee the day-to-day operations of HR Administration and Services (HRIS, reporting, position management, compensation analysis & classification review), including Payroll and Benefits Administration.
  • Serve as lead for HR staff to support and develop efficient, standardized departmental processes and procedures. Recommend new approaches/procedures to effect continual improvement of operations performed.
  • Design & implement new HR policies, processes, and procedures to improve the efficiency of HR operations and administration. 

  • Provide timely and accurate metrics and data that assist HR and leadership with appropriate decision making.
  • Monitor policy adherence to ensure appropriate, accurate, and consistent application including proper documentation, and legislative compliance. 

  • Provide consultation, training, recommendations, and policy-based guidance to leadership and employees. 

  • Advise Department leaders on HR programs and practices in support of overall company objectives.

  • Serve as lead on complex employee relations matters including oversight on progressive disciplinary actions in efforts to achieve improved behavior or performance standards. 

  • Lead efforts to establish HR as a trusted partner and advisor with leadership. 

  • Provide guidance to employees, directors and managers concerning sensitive work- 
related problems. 

  • Participate in campus personnel related committees, working groups or focus groups, 
providing input and recommendations for the administration of personnel. 

  • Participate as a member of the ICOM Administrative Council and Executive Councils.
  • Assist the President/CEO and VP for Finance and Administration in preparing and presenting materials in support of the Board Compensation and HR Committee.
  • Attend appropriate off-campus meetings of HR professionals for staff training purposes. 

  • Provides salary data for management review. Locate and verify wage information (including benefits) from various sources within relevant labor markets to determine competitive wage rates, and 
relay information to managers. 

  • Encourage open communications and promote a positive work environment that embraces ICOM’s vision, mission and operating principles.
  • Performs other related duties, as assigned. 

  • Work closely with benefit broker to ensure the best possible benefits for the ICOM employees and are within the approved ICOM budget and plan.

Requirements

  • Bachelor's Degree in HR, Business or related discipline, plus at least 5 years of measurable success in a full scope HR generalist role with increasing responsibility, 

  • Human Resource certification from a professional accrediting body (SHRM, HRCI, or equivalent) is desired,

  • Previous HR leadership role in higher education strongly preferred,
  • Prior experience in a growth environment strongly preferred.
  • Strong HRIS systems knowledge, employee relations, compensation and HR processes required.

  • Knowledge of HRIS/payroll processes.

  • Knowledge of HR best practices & processes.

  • Ability to understand, react, and motivate others to adapt to a changing organizational environment is a critical key to success. 

  • Commitment to increasingly electronic records initiation and storage. 

  • Knowledge of Federal and State Employment Law as well as current employment 
related legislation.

  • Proven ability to establish ownership and drive assigned initiatives through to 
completion on time; meeting or exceeding expectations. 

  • Must maintain confidentiality of employee and company records.

  • Solid organizational and prioritization skills including proven attention to detail.
  • Advanced level knowledge of Microsoft Suite and HRIS applications.
  • Self-motivated, hard-working, and eager to learn.

  • Strong analytical skills.

  • Superior customer service skills.

  • Great communication and interpersonal skills, including a demonstrated ability to build 
consensus and establish trust.
  • A strong sense of urgency and business acumen. 


Supervisory Responsibilities:

Supervises the Payroll/HR Specialist and all regular classified and temporary hourly staff under his/her direction.
