Job description

Hill International is seeking an Assistant Resident Engineer in Oakland, California


  • Act independently, but in coordination with and under the guidance of the Resident Engineer.
  • Coordinate directly with Airport Operations staff and Aviation Security during construction activities to prevent unforeseen impacts to airport/airline operations while maintaining project schedule and providing quality assurance and contract compliance oversight.
  • Review plans and specifications and advise of any potential constructability conflicts while providing recommendations to resolve the conflicts.
  • Support staff during coordination with inspecting agencies.
  • Assist in obtaining the necessary permits.
  • Assist in reviewing bids and performing value engineering as requested.
  • Support staff in planning, scheduling, and conducting the pre-construction meeting.
  • Conduct weekly construction meetings with contractors.
  • Prepare and distribute meeting minutes.
  • Coordinate with any regulatory agencies involved with projects.
  • Review contractors’ procurement schedule and prepare written responses.
  • Review the contractors’ staffing and equipment.
  • Submit written report and recommendations.
  • Maintain a daily log of all construction activities, contractors, subcontractors, including visits, meetings, progress, manpower, equipment, weather, delays, and material deliveries.
  • Assist in processing submittals, test reports, RFIs (requests for information) and other documents for transmittal to contractors.
  • Prepare and maintain a master log of contractors’ submittals, RFI’s, RFS’s, and change orders.
  • Maintain an independent schedule for verifying the feasibility of contractors’ schedule.
  • Review contractors’ schedule for conformance to the specifications, logic, task definition and duration, critical activities, float, submittal review, material procurement, and coordination with other contracts.
  • Review monthly updates including schedule, variance reports, cash flow reports, and material status reports.
  • Identify the potential for future conflicts, change orders or claims.
  • Provide estimating services for verifying contractor’s requests for extra work, change orders, and claims.
  • Assist staff in reviewing and processing contractor’s invoices, including recommendations on progress payments.
  • Maintain a claim file for any issue that may result in a claim for additional time or costs.
  • Submit recommendations on construction issues that include considerations of time and budget impacts, possible compensable delays, and possible mitigations.
  • Review, analyze, and respond to all requests for extensions of contract time.
  • Document and resolve unanticipated field conditions, disputes, and claims.
  • Assist in analyzing value-engineering proposals submitted during construction.
  • Prepare draft change orders and all associated supporting documentation, including analysis of schedule and budget impacts, and submit with recommendations.
  • Provide document control services for any revisions to drawings and specifications.
  • Monitor and verify contractors’ preparation of as-built drawings.
  • Conduct final inspections and reports on the results.
  • Make recommendations for resolution of disputed items.
  • Assist staff in the preparation of the final punch list.
  • Review and process project closeout documents.
  • Perform project closeout including completion of record documents.

  • Bachelor’s Degree in Civil Engineering, Construction Management, or related field.
  • 5+ years of demonstrated construction management experience of transportation projects.
  • Prior Airport experience preferred.
  • Strong understanding of construction methods, standards, equipment, quality and safety per State and Federal requirements.
  • Effective communication skills, both written and oral.

The salary range for this position is $160,000-$180,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
