Overview
Western Michigan University Homer Stryker M.D. School of Medicine is recruiting a . Responsible for providing a wide range of administrative and operational support to the 5th District Medical Response Coalition (5DMRC). This includes attending meetings as a 5DMRC representative, coordinating and evaluating disaster exercises, developing, implementing, and evaluating regional plans, maintaining regional equipment and other resources (including inventory) and coordinate use region wide, using and coordinating various regional communications platforms, and providing situational awareness to partner agencies. The Assistant Preparedness Coordinator also leads specific activities associated with responses to disasters, public health emergencies, multi-casualty incidents and other crises, along with the Regional Healthcare Preparedness Coordinator and the Regional Medical Director.
The employee must be able to perform a combination of sitting, standing, and walking. Must have the ability to hear within normal range and possess the physical capability and hand dexterity to operate basic office equipment. Occasionally lifts objects averaging 30 pounds but may be up to 50 pounds with assistance. During actual emergencies, exercises, and training, the employee may be required to work longer than usual hours on a 7-day per week basis. Also, during exercises, trainings, and actual events the employee will be required to assist in moving and setting up equipment. This may include moving objects up to 50 pounds with assistance, unloading/loading trailers, and moving trailers with a vehicle.
Responsibilities
  • Assists and supports the Regional Healthcare Preparedness Coordinator in activities involving the health care coalition and the Michigan Healthcare Preparedness Program, including submitting written reports, applications, policies, plans, and similar documents.
  • Coordinates regional volunteer programs as appropriate.
  • Maintains the contact databases of 5DMRC members and various workgroups and discipline groups.
  • Serves as the 5DMRC webmaster and serves as point of contact for 5DMRC social media programs.
  • Provides support to 5DMRC and other related meetings including such things as recording and distributing meeting minutes, maintaining attendance records, and preparing for and recovering from meetings.
  • Assists in the planning, development, implementation, and evaluation of regional and other disaster exercises.
  • Conducts and/or assists in regional training programs and activities in accordance with the Healthcare Preparedness program work plan.
  • Supports and functions in assigned role as appropriate when the Region 5 Medical Coordination Center (R5MCC) is activated during specialized regional responses, periodic training exercises, and actual responses to disasters, major incidents, and special events.
  • Maintains regional equipment and other regional resources (including maintaining an inventory), coordinates use of these resources by regional partners and others, delivers (or arranges for delivery) of regional resources when timely delivery critical or as able, and maintains the regional warehouse in a safe, clean, and organized manner.
  • Provides technical support and serves as a regional point of contact for EMResource, EMTrack, Michigan Health Alert Network (MI-HAN), Michigan Volunteer Registry, Michigan Public Safety Communications System, and other specialized communications platforms.
  • Supports staffing of the Regional Medical Coordination Center and other multiagency coordination systems during exercises or major incidents, as needed. Completion of ICS 300 & 400 to be qualified for various Incident Command System positions.
  • Provides logistical support and inventory control processes.
  • Functions as a team leader as needed during actual incidents or exercises or during other 5DMRC-related activities. This may include supervising other staff members, volunteers, and others.
  • Assists in processing project-related financial reimbursement and related document collection and authorization as needed.
  • Maintains positive and effective communications and relationships with local, regional, state, and federal colleagues.
  • Availability to work on weekends and evenings to complete time-sensitive projects.
  • Along with Regional Preparedness Coordinator and other coalition staff, periodically is on-call to provide immediate support to regional emergencies with expectation of immediate remote communications to requesting parties.
  • During major incidents or exercises, provides operational support needed to accomplish response objectives.
  • Acquires knowledge needed to utilize new technology and conduct policy/procedure revisions.
  • All other duties as assigned to support the needs of the healthcare coalition and WMed.

Qualifications
EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree or equivalent, relevant work experience required.
  • 3-5 years' experience in healthcare, EMS, public safety, public health, or emergency management required.

LICENSES, REGISTRATIONS, CERTIFICATIONS:
  • Upon hiring, completion of FEMA Introduction to National Incident Management System (IS 700), Introduction to National Response Framework (IS 800), Introduction to Incident Command System (ICS-100) and Basic Incident Command System (ICS-200).
  • Within 12 months of being hired (contingent upon course availability), completion of Intermediate Incident Command System (ICS-300), Advanced Incident Command System (ICS-400), Basic Life Support (American Heart Association), Basic Disaster Life Support (BDLS), Advanced Disaster Life Support (ADLS), and National Disaster Life Support (NDLS) Instructor.
  • Certification and/or license in an EMS or healthcare discipline is desirable, but not required.

OTHER SKILLS AND ABILITIES:
  • Familiarity with common social media applications and basic website maintenance (preferred).
  • Excellent interpersonal skills, ability to work with others, and to effectively communicate verbally and in writing.
  • Ability to interpret, comprehend and transmit complicated and detailed instructions.
  • Ability to effectively function within a Multi-Agency Coordination group and other components of the National Incident Management System.
  • High level of organizational skills, the ability to concurrently manage multiple tasks and to delegate as appropriate.
  • Demonstrates the ability to recognize priorities in organization of workflow.
  • Able to perform duties independently, with a minimal need for direct supervision.
