THE DIVISION
The Division of Virginia State Parks fulfills its mission "to conserve the natural, scenic, historic and cultural resources of the Commonwealth and provide recreational and educational opportunities consistent with the good stewardship of these lands, waters and facilities that leaves them unimpaired for future generations" by operating a system of 42 State Parks that encompass over 75,000 acres; over 1200 buildings, almost 1700 campsites; over 300 cabins; over 700 miles of trails; nearly 500 miles of shoreline; 36 lakes and ponds; 11 swimming beaches; 4 international dark sky sites, and offers over 20,000 educational programs and workshops each year.
Managed by a full time staff of 275 and a wage staff of 1000+ during the prime season, Virginia's award-winning State Park system boasts an incredible and diverse array of natural, cultural, historical and recreational resources; including parks in the mountains; on the ocean; on the Chesapeake Bay; on 8 major rivers; on 4 major lakes; 4 rail trails; and 3 battlefield sites, and 32 sites listed on the National Historic Registry. THE PARK
Twin Lakes State Park is located in Prince Edward County, in the heart of central Virginia. This 476-acre, historic park offers many cultural, environmental and recreational activities. Overnight accommodations include a 33-site campground and 11 climate-controlled cabins. Visitors enjoy swimming, fishing, hiking and biking 7+ miles of trails, lakeside picnicking, and boating from one of the park's two boat ramps or in one of 33 available rental watercraft. The Cedar Crest Conference Center on Prince Edward Lake is available for weddings, family gatherings, retreats and business meetings. Deeply rooted in the rich community of Central Virginia, the "twin" lakes were created in the 1930s by FDR's Civilian Conservation Corps. When the property opened as a Virginia State Park in 1950, one of the lakes was originally called Prince Edward State Park for Negroes--the first and only Virginia State Park accessible to people of color at the time. Thousands traveled from all over the mid-Atlantic region to enjoy a park free from discrimination. In 1976 the parks merged, then in 1986 the site was renamed Twin Lakes State Park.
THE OPPORTUNITY
This position will assist the Park Manager with the direction of personnel, expenditures, and operations for the general management of a major State Park. The Assistant Park Manager will be responsible for oversight of day-to- day operation of the park including, but not limited to ensuring park staff adhere to park, division/agency policy; coordinating human resources functions including recruiting, hiring, training, supervising, and managing employee performance. The Assistant Park Manager will also manage and track expenses; procure materials/services; and assist with development of the annual park budget to include prioritizing projects and equipment replacement needs. This position also assists with fixed assets accounting inventory and small value assets tracking and monitors revenue collection and procurement/purchasing procedures for assigned staff according to division and state policy.

Additionally, the Assistant Park Manager provides supervision and inspection of cyclical facilities/grounds/equipment maintenance tasks to ensure tasks are completed in compliance with OSHA, VDH, agency standards, or in compliance with other pertinent regulations. The incumbent of this position also provides assistance with managing and maintaining cultural and natural resources of the park, and provides supervision and oversight for volunteer programs. In the absence of the Park manager, the Assistant Park Manager has direct responsibility to ensure and maintain continuity of operations and adherence to the goals and objectives of the park and division.
The Assistant Park Manager also ensures public safety and resource protection by enforcing park rules/regulations, and state laws as a sworn conservation officer. This position is required to reside in Department-controlled housing for the purposes of providing security and operational efficiencies to property of the Department.

Minimum Qualifications

  • Experience and knowledge of personnel management/supervision and providing staff training.
  • Experience performing duties related to revenue collection/reporting, and financial/budget tracking.
  • Experience and knowledge of visitor services practices and interpretive programming management.
  • Considerable experience and knowledge of grounds/facility maintenance practices.
  • Effective verbal and written communication skills to complete business correspondence, reports, and interact with internal and external stakeholders.
  • Working knowledge of resource management techniques, procedures, and guidelines.
  • Experience with special event coordination including event planning, event set-up, and effective customer service and interpersonal skills.

Additional Considerations

  • Current Virginia DCJS law enforcement officer certification.
  • Certification in CPR/AED and First Aid or ability to obtain upon hire.
  • Considerable knowledge of natural and cultural resource issues and processes, and regulatory requirements with the ability to accommodate them into facility management.
  • Considerable experience and/or training in one or more of the following areas: budget management, procurement procedures, leadership, park/recreational operations, public protection, and management of natural/cultural resources.
  • Working knowledge of major trades and construction techniques.

In accordance with 10.1-109.B of the code of Virginia, this position is required to reside in Department-controlled housing for the purposes of providing security and operational efficiencies to the property of the Department. The incumbent must enter into a lease agreement and demonstrate possession of liability and personal property insurance. The position requires shift work, which includes weekends and holidays. The Assistant Park Manager is required to wear state-issued uniforms and use state issued equipment.

Position requires the incumbent to become a Sworn Conservation Officer. Sworn Conservation Officer requirements: Must be a US citizen; be at least 21 years old; H.S. grad or possess GED; pass a background investigation including fingerprint-based criminal history records check; possess or be able to obtain certification as a LE Officer in VA from the VA Dept. of Criminal Justice Service which includes accepting responsibilities related to being equipped with and using firearms. Successful applicants: shall not have a felony conviction(s) or have pled no contest to a felony or any offense that would be a felony if committed in VA; shall not have a misdemeanor conviction(s) involving moral turpitude, including larceny, concealment, uttering, embezzlement or perjury; shall not have conviction(s) for a misdemeanor crime of domestic violence; shall not have positive results on pre-employment drug screening.
A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
