Job Description
Position Overview
Assists Department Manager with day-to-day management of technical and administrative services in support of Toledo-based construction materials engineering and testing services. Typically this position will involve assisting the Department Manager with the management and coordination of 10 to 15 construction materials technicians, 1 to 2 administrators, and engineering support staff from Department 27 (in cooperation with the Dayton Director of Engineering & Environmental Services).
Reporting Relationships
- Reports to: Manager, Toledo Construction Field Services
- Assisted by: Administrative Assistant
Key Responsibilities:
Project Budgeting & Quoting
- Attend Pre-bid and Pre-construction meetings when warranted.
- Prepare quantity take-offs and estimate quantity of services.
- Review drawings and specifications to determine testing requirements.
- Prepare budget estimates and issue quotes for construction services projects.
- Coordinate project administrative tasks (set-up, contracts, insurance, report distribution, etc.).
- Coordinate services provided by subcontractors on BMI projects.
- Prepare / Review / Adjust Qualifications statements for RFQs.
Project Management
- Interpret project specifications and communicate requirements to field staff.
- Prepare project quality control plans when requested.
- Review/resolve deficiencies and non-conformance issues. Assist client and staff with problem resolution.
- Coordinate with Engineering and Laboratory Division staff when special investigations and/or materials consulting services are required.
- Review and approve project construction materials field inspection reports.
- Coordinate special inspections per Ohio Building Code.
Staff Management & Development
- Recommend adjustments to staff and resource levels to meet seasonal workloads.
- Assist with training of new staff to ensure compliance with ASTM and company standard operating procedures.
- Assist manager in evaluating and updating staff performance and training records.
- Hold staff accountable to BMI Standard Operating Procedures and Policies.
- Advise Manager when disciplinary or corrective actions are needed.
Operations Management
- Set priorities for project staffing and assignments when manager is not present.
- Review/approve purchase orders up to $500.
- Review/approve field technician and administrative staff OT when manager is not present.
- Assist manager with motor vehicle/injury incident investigations.
Account Management and Business Development
- Meet regularly with business development manager and other senior professional staff to review client base (Account Development And Management (ADAM))
- Participate in two or more associations and professional societies with potential for client contact and development. These groups include, but are not limited to:
- Associated General Contractors (AGC) – meets quarterly
- Ohio Contractor’s Association (OCA) – meets quarterly
- American Concrete Institute, Greater Miami Valley Chapter (ACI) – meets quarterly
- Ohio Concrete Association – meets quarterly
- National Association Women in Construction (NAWIC) – meets monthly
- Perform internal/external SWOT analyses with assistance from business development and other managers.
- Other duties as assigned
Education and Experience Requirements
- B.S Degree in Civil Engineering, Construction Engineering Technology, or Construction Management from ABET accredited university.
- 4-7 years experience minimum in related industry, construction materials testing or engineering.
- Preferred, though not required - Engineering Intern with intent to obtain Professional Engineering License.

- Clean driving record. No more than two incidents within the last 36 months.
- Needs to be proficient in Microsoft Office Suite, particularly Word and Excel. Advanced competency with Excel for bidding is desirable.

Physical Requirements of Position
Physical Ability
• Stand, walk, push, pull, twist, reach overhead, climb stairs; lift minimum of 80 pounds (i.e. nuclear gauge).
• Must be able to sit and/or stand for extended periods.
• Must be able to maintain professional demeanor and perform duties under stressful circumstances (pressure of deadlines, client expectations, conflicting customer opinions, seasonal fluctuations in workload)
Visual Ability
• Visual accommodation necessary for reading instructions/materials necessary to perform functions of job
Hearing Ability
• Ability to discuss workload with staff.
• Ability to monitor sounds for changes in machine function.
Work Environments
• Most of work is in office setting (60%-75%) of time.
• Frequent exposure to active construction sites and industrial facilities.
Work may expose the employee to hazards including but not limited to: dangers of moving heavy equipment, inclement weather conditions, and high noise levels. Normal PPE includes hard hat, safety glasses, steel-toed boots, appropriate gloves, and high visibility vest. Nomex/fire-retardant suits and additional PPE may be required by some projects/clients/OSHA.
Travel Requirements
• Driving will routinely be required to locations within ±150 miles of Toledo office.
• Occasional overnight travel required along with work outside standard business hours.
