Description and Essential Functions
To perform routine and/or less complex land survey work; to assist higher level Land Surveyors with more complex land survey work; to perform associated survey office work; assist in the management of the workload, coordination, administration of city staff/consultants performing survey work for the City; and to perform related duties as assigned.
Distinguishing Characteristics
This is the entry level class in the Land Surveyor series. Positions in this class typically have limited work experience and work under immediate supervision while learning job tasks. The Assistant Land Surveyor is distinguished from the Associate Land Surveyor level by the performance of less than the full range of duties assigned to the Associate level. Incumbent works under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.
Supervision Received and Exercised
Receives immediate supervision from the Senior Land Surveyor, Senior Civil Engineer, or other qualified personnel as appropriate. May receive technical or functional guidance from an Associate Land Surveyor. May exercise technical or functional guidance over Survey Technicians and/or interns.
Essential Functions
Functions may include, but are not limited to, the following: perform routine and/or less complex survey work and assist with more complex land surveys including boundary surveys, horizontal and vertical control surveys, photogrammetric surveys and construction staking; operate and maintain a variety of surveying equipment, instruments, and software, including robotic total stations, global positioning systems (GPS), data collection devices, and point processing software; assist in the post-processing of data collected for boundary, topographic, and constructions surveys; assist in the review, preparation and/or determination of parcel and subdivision maps, lot line adjustment plats, corner records, record of survey maps, traverse reports, and right-of-way; interpret and establish compliance with the Subdivision Map Act and the Land Surveyor's Act; assure the uniform application of the City's Subdivision Manual; assist survey crew and provide information in compliance with department rules, regulations, and guidelines; perform, as directed, various field land surveying activities that includes, but is not limited to, monument reconnaissance, monument preservation, monument resets, construction staking, topographic surveying, and other related tasks; draft and/or map various land surveying related documents and/or exhibits using Autodesk Civil 3D software as directed; solve the more routine and less complex surveying problems using COGO Applications, Civil 3D and/or handheld software; assist and support higher level staff to organize, prioritize and prepare variety of complex surveying documents; perform the more routine/less complex surveying math and calculations; assist in the preparation of maps and plans from survey data; assist in the preparation of legal descriptions and technical correspondence; read, interpret, understand and follow legal descriptions; assist in the preparation of corrections for submitted maps, plans and legal descriptions; provide survey information to the public regarding projects and programs on an as needed basis; perform research for land surveying deliverables; determine completeness and accuracy of data sources to ensure quality of information in automated systems; attend departmental or technical meetings to keep informed of new survey technological trends and innovations; maintain survey related records, notes, maps, City Survey website, and other pertinent documents; organize work, set priorities, and follow up to ensure coordination and completion of assigned survey work; operate City vehicles skillfully and safely; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer services; comply with and support new office procedures; work with various cultural and ethnic groups in a tactful manner; perform other related duties as assigned.
Minimum Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Four years of land surveying experience that includes office and field experience and training equivalent to an Associate's degree in Land Surveying or a related field. Possession of the Land- Surveyor-in-Training (LSIT) Certificate. License or Certificate: Possession of a valid California driver's license. Possession of the Land-Surveyor-in-Training (LSIT) Certificate. Land Surveyor license is desirable.
Knowledge, Skills and Abilities / Physical Demands and Working Conditions
Knowledge, Skills and Abilities:
Knowledge of: basic principles and practices of land surveying theory and applications; departmental surveying policies, practices and techniques; regulations and requirements governing land surveying; principles of land surveys; pertinent Federal, State, and local laws, policies, codes, and regulations related to area of assignment; current technology and trends in the profession; computer and software applications related to assignment, including AutoCAD; English usage, spelling, grammar, and punctuation. Ability to: assist in the analysis of surveying problems, assist with the research and compilation of technical surveying information; assist with recommendations and the preparation of reports; interpret and apply applicable laws, policies, rules and regulations governing surveying practices; prioritize, monitor and coordinate the surveying work activities of the survey crew and follow up as required; research, organize, and maintain accurate survey office maps and files; plan, review and organize work to meet changing priorities and deadlines; use initiative and sound independent judgment within established guidelines; operate land surveying instruments and equipment; operate standard computer and office equipment related to assignment; communicate clearly and concisely, both orally and in writing; communicate effectively with developers, departments, outside engineers, Land Surveyors and the public, outside agencies; operate City vehicles observing legal and defensive driving practices; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.
Physical Demands and Working Conditions:
When performing field survey work, walk, stand, bend, kneel, crouch or stoop, and balance on uneven terrain. When performing work indoors, sit at a desk for long periods of time. Intermittently twist and reach office equipment; use telephone, write or use keyboard to communicate through written means; may lift light weight up to 20 pounds. See in the normal vision range with or without correction to read typical maps, documents and computer screens; hear in the normal range with or without correction. When performing field survey work, work is performed outdoors with exposure to a variety of weather conditions; exposure to traffic, noise, physical barriers, and around heavy equipment or around potentially hazardous substances. When performing work indoors, work area is in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices and meetings. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
