The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as Assistant Institution Superintendent. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • This position involves independent work assisting the Mental Health Hospital Administrator in planning, coordinating and directing the management and activities required to operate North Florida Evaluation & Treatment Center, a forensic mental health treatment facility for individuals adjudicated under Florida Statute, Chapter 916. This position also provides 24/7 Administrator On-Call coverage on a rotational basis.
  • Serve as member of the Center Executive Management Team and provide consultation/assistance to the Mental Health Hospital Administrator as indicated. Participate as team member on various center wide standing teams and committees to include Clinical Executive Team, Pharmacy and Therapeutics Committee, Risk Management Team, Budget and Utilization Management Team. Serve as team member/consultant on ad hoc Center wide & DCF project teams as indicated.
  • Coordinate the activities of all institutional staff relative to customer service and customer service improvement.
  • Contribute to development of facility strategic plan. Develop and assure implementation of strategies to achieve Annual Business Objectives; assist in the development of Long-term Strategic Objectives for facility, assuring key measures of performance are monitored and processes improved when indicated. Drive improvements to processes through continuous Quality Improvement.
  • Establish, monitor and recommend improvements with key measures of performance of all organizational entities in assuring management excellence, treatment excellence and customer/partner satisfaction in the most cost-effective manner possible. Assure a quality management/improvement system is in place to support achievement of goals and objectives of the facility.
  • Direct the development and implementation of hospital programs designed to meet the mission of the hospital and the needs of its residents consistent with the policies, goals and objectives of the Department.
  • Represent the hospital's needs and achievements to the Department and public in a way that promotes the financial programmatic and public support for the Department and hospital. Promote positive community relations that facilitate community involvement and support.
  • Serve as contact for court system, community mental health system, public stakeholders, and legislation delegation.
  • Advise in the formulation of policy; assure adherence to federal, state and other applicable regulatory requirements.
  • Other duties as required.

 

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university in Business Administration or Healthcare Administration or a related field and three years of professional clinical and or non-clinical experience in health care providing oversight of a medical facility or Health Administration is preferred.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Three years of experience serving in a hospital senior leadership role.

 

Preference will be given to applicants who have:

  • Experience in Forensic or Corrections.
  • Experience in Mental Health.
  • Experience in Budgeting and Finances.
  • Experience in Patient Satisfaction Surveys.
  • Experience in Hospital or Practice Management.
