Essential Functions

Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific duties.
- Management of the Operations Division (Water Production, Field Operations and Environmental Services); ensuring activities are compliant with applicable regulations and in accordance with industry best practices.
- Managing and coaching the performance of Division staff.
- Directing and evaluating the effectiveness of Division programs and facilities.
- Ensuring effective communications of BWA operational issues among BWA departments.
- Ensuring staff are trained in safe operating procedures and follow safety rules, regulations, and best practices.
- Reviewing and approving regulatory reports; preparing and presenting status reports summarizing operational and maintenance activities; ensuring proper maintenance of records, including regulatory and/or operational reports.
- Managing budgets and monitoring expenditures.
- In collaboration with the Business Services Division, managing the procurement of services, supplies, and equipment for the Authority.
- Supporting the relationship between Benbrook Water Authority and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and BWA staff; maintains confidentiality of work-related issues and BWA information; performs other duties as required or assigned.
- Reporting to work punctually, working all scheduled hours, and additional hours as necessary. This position requires a minimum 40-hour work week.
- Developing, maintaining, and fulfilling duties required by the Emergency Response Plan and Risk Management Program.
Basic Minimum Qualifications
- Associate degree in a physical or biological science, Business or Public Administration; AND ten (10) years’ experience with water quality/environmental programs; OR equivalent combination of education and experience.
- Five (5) years' experience in a managerial role.
- Bachelor’s degree in a physical or biological science, Civil or Environmental Engineering desired, but not required.
Knowledge, Skills and Abilities
Knowledge:
- BWA policies and procedures.
- Applicable regulations governing municipal utilities as well as various relevant codes, ordinances, and resolutions.
- Industry best practices and standards, such as those published by American Water Works Association (AWWA), Water Environment Federation (WEF) or North American Clean Water Agencies (NACWA).
- Principles of design, construction, and maintenance of water and wastewater infrastructure.
Skill in:
- Personnel performance planning, delegation, coaching, evaluation, and management.
- Evaluating alternatives; developing and communicating recommendations and solutions.
- Assessing and prioritizing multiple tasks, projects, and demands.
- Using initiative and independent judgment within established procedural guidelines.
- Budget Management.
- Effective verbal and written communication, including preparing formal, professional reports and presentations.
- Use of various office productivity software products (e.g., MS Word, MS Excel, MS PowerPoint).
- Interpreting and applying operational and safety standards, complex variables, applicable regulations, technical plans and specifications, and BWA standards and policies.
- Establishing and maintaining cooperative working relationships with co-workers, public officials, and representatives from outside organizations.
Physical Requirements and Work Environment
Work is performed in a standard office environment, and at BWA facilities and service locations throughout the service area; may be exposed to safety hazards and dangerous tools and equipment.
Additional Information
LICENSEANDCERTIFICATION:
- Valid Texas Driver’s License.
- Class B Water Operator license from TCEQ OR Professional Engineer’s license issued by the State of Texas is required. Out of state equivalent of either license may be considered.
- Class II Wastewater Collection System Operator license from TCEQ desired, but not required
