Description

Under limited supervision, performs supervisory, technical, and administrative work in providing day-to-day oversight of fleet operations and maintenance activities, including fleet maintenance, fueling, parts management, automated systems, asset management, and administrative functions. Work involves assisting in direction of the operations of the department to ensure the goals and objectives of the department and City are met and supervising department employees. Employee is responsible for assisting with various administrative functions involved in preparing the departmental budget, preparing bid specifications, regulatory compliance and maintaining City fixed assets and surplus equipment records. Reports to the Fleet and Equipment Services Manager.

Essential Job Functions

  • Manages fleet operations and maintenance activities, including fleet maintenance, fueling, parts management, automated systems, asset management, and administrative functions.
  • Assists in directing the day-to-day operation of the Fleet Management department to ensure the goals and objectives of the department and City are met.
  • Coordinates daily work activities; consults with assigned staff; assists with complex problems and provides technical and administrative expertise to staff.
  • Assists in managing all facets of fleet operations.
  • Oversees asset management; creates specifications for and acquires new vehicles and equipment for City departments.
  • Evaluates efficiency and effectiveness of department operations, services, procedures, and resource management; evaluates overall effectiveness in meeting work objectives; recommends and/or implements improvements as needed.
  • Performs other related duties as required.

Required Qualifications

Bachelor's degree in business management, and 6 to 9 years' experience in fleet management; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Requires a valid commercial driver's license.

Must possess a valid state issued commercial driver’s license, or be able to obtain CDL within 6 months. Prefer ASE Master Technician certification.

  • Knowledge of the materials and parts used in the repair of automotive equipment.
  • Knowledge of the various testing devices, machines and hand tools used in mechanical repair work.
  • Knowledge of the cost of materials and parts used in the repair of automotive and related equipment.
  • Knowledge of the principles of supervision, organization and administration. Has considerable knowledge of the principles and methods of inventory control and record keeping.
  • Knowledge of the various grades, quality standards, and sources of supply and price trends for a variety of goods and services.
  • Knowledge of the City's budget code system.
  • Knowledge of the current literature, trends and developments in the fields of governmental purchasing and automotive maintenance and repair.
  • Ability to use popular a computer and related software. Is able to work rapidly and accurately with figures.
  • Ability to apply and interpret policies and to explain these policies to other employees and vendors.
  • Ability to prepare bid specifications for a variety of automotive equipment purchased by the City.
  • Ability to exercise independent judgment in selecting from items available and cost quotations when recommending purchases.
  • Ability to maintain accurate inventory and purchasing records and prepare periodic reports from these records.
  • Ability to assign, direct and supervise a professional and clerical staff.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate effectively orally and in writing.
  • Ability to answer inquiries and questions concerning purchasing independently.
  • Ability to exercise tact, courtesy and firmness in frequent contact with vendors.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things

  • Ability to read department inventory of assets, specifications, invoices, purchase order, utility bills, inventory reports, departmental records, expenditure reports, and other related reports and records.Requires the ability to prepare bid specifications, purchase orders, vehicle cost reports, parts activity records, tax reports, insurance forms, state inspection reports, etc., using prescribed format and conforming to all rules of punctuation, grammar, diction and style.
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions.Must be able to use and interpret accounting, automotive mechanics and engineering, electrical and personnel terminology.
  • Ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to determine percentages and decimals; to understand statistical inference and calculus.
  • Ability to inspect items for proper length, width and shape.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
