GENERAL PURPOSE

To perform professional accounting activities; to maintain a variety of accounts, general ledgers, and financial records; to perform professional accounting duties involving the reporting of financial transactions and maintenance of financial records for City operations, programs, and services; and assist the Administrative Services Directory with preparation of the annual financial report (ACFR) and the annual budget.

ESSENTIAL JOB FUNCTIONS

  • Meet performance standards established by the employee's manager.
  • Job attendance is required, except for authorized leave.
  • Prepares a variety of reports required by oversight agencies, including, but not limited to, requests for grant monies rewarded.
  • Ensures bank accounts are reconciled to the General Ledger in a timely manner; prepares journal entries to record necessary transactions or adjustments.
  • Maintains general and subsidiary ledgers from a variety of source documents and review same for completeness and accuracy.
  • Reconciles the general ledger and subsidiary ledgers on a monthly basis.
  • Conducts month-end closing of the financial system in a timely manner.
  • Assists with the budgeting process as directed by the Administrative Services Director.
  • Works with the Administrative Services Director in developing appropriate revenue forecasting and expenditure models and monitors the financial condition of the City.
  • Assists with the annual audit and preparation of the Annual Comprehensive Financial Report as directed by the Administrative Services Director
  • Ensures the City's financial reporting is in accordance with established guidelines.
  • Maintains knowledge of Governmental Accounting Standards Board (GASB) statements and works with the Administrative Services Director to plan, prepare for, and implement new Governmental Accounting Standards Board (GASB) statements.
  • Prepares monthly and ad-hoc reports for City staff, City Council, and external users.
  • Present financial information to the City Council at the direction of the Administrative Services Director
  • Serves as the acting Finance Director in the Administrative Services Director's absence.
  • Perform the functions of lower level accounting professionals when necessary.
  • Assists other staff members as needed.
  • Other related duties as needed.

MINIMUM QUALIFICATONS

  1. Education and Experience:
  • Graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance, business administration, or related field; and at least five (5) years of progressively responsible experience in governmental accounting and administration of financial policies and procedures.
  • Preference will be given to candidates with either a master's degree in accounting, Certified Government Financial Manager (CGFM) designation, or Certified Public Finance Officer (CPFO) designation.

  1. Special Qualifications:
  • Must possess and maintain a valid Utah Driver's License with periodic verifications by the City.
  • Must be able to pass a pre-employment drug test, background check, and driving record check.
  • Must be bondable.

  1. Knowledge, Skills and Abilities:
  • Knowledge of:
  • Related laws, codes, rules, and regulations as established by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB) as they apply to the City.
  • Governmental budgetary and accounting processes.
  • Technical accounting methods, forms, and techniques.
  • Operations, functions, and terminology common to the work; and basic English composition, spelling, and grammar.
  • Skill in:
  • Performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public.
  • Organizing assigned work and developing effective working methods.
  • Ability to:
  • Utilize various accounting and financial reporting software, including the use of electronic spreadsheets.
  • Analyze and interpret a wide variety of financial management reports, programs, and data.
  • Perform work with speed and accuracy.
  • Communicate effectively both verbally and in writing; and develop and maintain effective working relationships with the public, coworkers, and supervisors.

WORKING CONDITIONS AND PHYSICAL DEMANDS:

Typical office setting with comfortable climate controls. Tasks require a variety of physical activities such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. Occasionally lifts or otherwise moves objects weighing up to 10 pounds. May drive a motor vehicle. Considerable exposure to time sensitive and stressful situations.


Must be able to pass a pre-employment drug test, background check, and driving record check.
