Job description

The Assistant Engineer is responsible for preparing and reviewing traffic plans; managing projects; investigating resident requests pertaining to traffic issues; and analyzing traffic-related data to improve safety and traffic flow in the City.Duties and Responsibilities:Prepares and reviews traffic signal, signing, striping, traffic control and interconnect plans, specifications, and estimates; evaluates traffic impacts and parking studies; ensures inclusion of necessary traffic mitigation, control, and safety measures in conformance with federal, state, and local policies and guidelines Operates a centralized traffic network system to address traffic congestion and safety issues; monitors the daily operation of an automated traffic signal control system; establishes, monitors, and evaluates traffic system performance measures and benefits; manages traffic signal communication network; programs and upgrades computer software; oversees the City's traffic signal communication networkPerforms traffic studies; compiles and analyzes data on traffic flow, traffic speeds, circulation patterns, roadway capacity, sight visibility, and traffic accidents; evaluates the need for remedial options, including traffic signals and stop signs; and prepares reports and presents findings and recommendationsConducts parking surveys and studies; compiles and analyzes data; identifies and recommends proper parking arrangements consistent with City policies and safety standardsInvestigates and responds to resident questions and concerns pertaining to traffic issuesUpdates standard traffic engineering plans and drawings using AutoCADEstablishes positive working relationships with City staff, other agencies, representative of community-based organizations, and the publicOther duties as assignedPosition may be subject to assignment within the Public Works department's Capital Improvement Projects division, where duties and responsibilities include, but are not limited to, the following: oActs as a project manager overseeing infrastructure and public facilities capital improvement projects; prepares requests for proposals; writes specifications; prepares cost estimates; oversees bid process; negotiates and administers contracts during all phases of projects; ensures compliance with grant funding requirements, conducts public meetings; tracks and maintains project scope, budget, and scheduleoConducts plan reviews to ensure project compliance with construction codes, City ordinances and standards, and the project Conditions of ApprovaloResearches, prepares, and presents reports on a variety of engineering matters related to capital improvement projects, including staff agenda reports for City Council approvalPosition may be subject to assignment within the Public Works department's Engineering Services division, where the duties and responsibilities include, but are not limited to:oReviews and evaluates public improvement plans, including street improvement plans, sewer plans, storm drain plans, grading plans, subdivision final maps, and easement documentsoAdvises and assists the public, developers, contractors and other engineers, and ensures plan compliance with construction codes, City ordinances, City design standards, and the project Conditions of ApprovaloProvides technical support to public and City staff at the Engineering Permit CenteroPrepares and reviews staff agenda reports and resolutions for City Council approvaloResearches, prepares, and presents reports on a variety of engineering mattersOne year of experience in performing engineering functions relating to Traffic and Transportation or a related areaBachelor's degree in Traffic, Transportation, Civil Engineering, or related field Possession of a valid certificate of registration as a Civil Engineer, Traffic Engineer, or Engineer-in-Training issued by the California State Board of Registration for Civil and Professional Engineers is desirableAny combination of education and experience that has provided the knowledge, skills, and abilities necessary will be consideredPossession of, or ability to obtain, a valid Class C California driver licenseKnowledge of traffic-related practices, principles, and regulations pertaining to traffic flow, traffic speeds, circulation patterns, roadway capacity, sight visibility, traffic accidents, and signal interconnect and the ability to ensure compliance with these requirements and safety standardsKnowledge of and ability to read and understand traffic signal, signing, striping, and interconnect plans and evaluate them to ensure inclusion of necessary traffic mitigation, control, and safetyKnowledge of and ability to use AutoCad to prepare traffic plans and diagramsKnowledge of processes and procedures for performing traffic surveys and studies and the ability to collect and analyze traffic dataKnowledge of automated signal control system operations and characteristics; signal timing and signal timing software such as Synchro; software packages related to automated signal control programs, such as Transparity Traffic Management Systems; and traffic signal equipment and operationsStrong analytical and problem-solving skills and the ability to analyze traffic-related problems, identify effective solutions, and provide sound recommendations to improve the City's traffic management systemStrong project management skills and the ability to work on multiple projects simultaneously, be sensitive to changing priorities, and meet time-sensitive deadlinesStrong written and verbal communication skills and the ability to communicate clearly and concisely and write clear, concise reportsStrong customer services skills and the ability to effectively assist customers and resolve traffic-related issuesStrong work ethic and the ability to work both autonomously and within collaborative teamsStrong interpersonal skills and the ability to establish and maintain effective working relationships with City staff, other agencies, representative of community-based organizations, and the publicAbility to lift, carry, pull and push tools, supplies and other equipment weighing up to 25 pounds Ability to analyze and evaluate design drawings and specifications; read and utilize field survey notes; and interpret, explain, and apply applicable engineering laws, codes, and regulations Knowledge of engineering regulations including construction codes, City Ordinances, City Standards, and federal and state laws and ability to ensure compliance with these codes and lawsThis position will remain open until filled. Before entering upon the duties of employment, all public employees, except those excluded by law, take and subscribe to an oath or affirmation set forth in the California Constitution, declaring them to be Disaster Service Workers in time of need.Compensation includes enrollment in California Public Employees' Retirement System as a replacement for Social Security plus a competitive benefits package.
