Job Title: Assistant Director of Student Services

SUMMARY: Provide direct support to special education and general education teachers and paraprofessionals to maximize special education students' potential. Provide knowledge, guidance, and support to building level administrators around professional development, programming, and service delivery to increase student achievement. Make appropriate accommodations, address standards, and support the overall learning environment. Provide leadership in the development, organization, management, and direction of all aspects of student services for the District, including school counseling, student mental health and wellness, Section 504, alternative education opportunities, and special education and related services. Emphasis is on program development and support to schools in delivering services. Manage state and federal reports, supervise, and evaluate staff, problem solve and troubleshoot issues that arise, collaborate with district leadership and all departments, and remain current on all relevant student services practices. Responsible for leading and providing knowledge, guidance, and support of building level administrators and Student Services staff for students with special learning and behavioral challenges in professional development, programming, and service delivery to increase student achievement.

Job Tasks Descriptions
  1. Serve as a liaison from the Student Services Department to schools. Collaborate with, coach, and educate special education teams in developing appropriate opportunities for students with disabilities. Provide Elementary and Secondary program support.


  1. Ensure quality transition programing for students by reviewing and evaluating documents, Individual Education Plans and behavior plans in accordance with district procedures, state rules and federal regulations.


  1. Serve as a liaison to parents of students in special education programs.


  1. Assist in supervision of coaches and other Student Services staff; Assist Director in personnel matters.


  1. Oversee all out of District placements working directly with facilities that support special education students.


  1. Assist in student counts, program accountability, and data collection and analysis.


  1. Conduct manifestation determinations.


  1. Assist in the management of some budget areas including grant oversight and assist with staffing process related to out of district students with disabilities.


  1. Consult with building administrators and teams on student needs, student behavior, student interventions, and placement in alignment with IDEA.


  1. Coordinate relevant professional development for licensed and classified Student Services staff.


  1. Work collaboratively with outside agencies.


  1. Set staffing levels for some Student Services programs for the purpose of providing services with fiscal efficiency.


  1. Establish and monitor a supervisory and accountability structure for itinerant Student Services staff. Oversee the hiring of specialized instructional staff as determined by need and budget.


  1. Respond to issues involving staff, conflicts in policies and regulations, community concerns, parental requests that may result in some negative impact and/or liability if not appropriately addressed for the purpose of identifying the relevant issues and recommending or implanting a plan of action that will efficiently resolve the issue.


  1. Maintain a high level of knowledge regarding developing Special Education issues, changes in the laws and case law, and educational methods of educating students with disabilities.


  1. Evaluate staff performance in accordance with District guidelines.


  1. Perform other duties as assigned.


EDUCATION AND RELATED WORK EXPERIENCE:
Master's Degree in Special Education required.
Five years of special education or student services experience required.
Equivalent combination of education and experience acceptable.

LICENSES, REGISTRATIONS or CERTIFICATIONS:
Criminal background check required for hire.
Wyoming Program Director/Coordinator/Supervisor License.

TECHNICAL SKILLS, KNOWLEDGE, & ABILITIES:
Knowledge of legal issues and requirements related to Special Education.
Knowledge of Special Education and Student Services programs.
Knowledge of IDEA and ESSA regulations.
Knowledge of Wyoming Department of Education Chapter 7 regulations.
Knowledge of Elementary and Secondary Education Act (ESEA), Section 504, FERPA, and Title IX regulations.
Knowledge of behavior support services including Multi-Tiered Systems of Support (MTSS), FBA/BIP.
Ability to communicate, interact and work effectively and cooperatively with all people including those from diverse ethic and educational backgrounds.
Ability to manage budgets.
Oral and written communication skills.
Demonstrated skills in working with district staff, parents, guardians, and students on issues related to discipline and curriculum implementation
Demonstrated skills in data gathering and analysis, project planning, and evaluation.

MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE:
Operating knowledge of and experience with personal computers and peripherals.
Operating knowledge of and experience with typical office equipment, such as telephones, copier, etc.
Operating knowledge of and experience with office productivity programs, such as Microsoft Office Suite, E-mail, etc.
Operating knowledge of district information technology systems and department-specific software and equipment required within 3 months after entering position.

BUDGET AND/OR RESOURCE RESPONSIBILITY:
Responsible for administering, monitoring, and coordinating some Student Services budgets; initiating requisitions; reviewing and approving expenses; and assisting in the development of budgets.
