SALARY RANGE: $90,000-$105,000/ Year DOQ

Position Summary:
The Town of Monument is seeking a full-time Assistant Director of Public Works to aid in the management of a wide variety of Public Works maintenance tasks such as: planning and coordinating all street and park functions, planning, and implementing department policies in all areas of operations. Helps develop and implement department budgets, (including CIP Program), in both the Public Works and Water Enterprise Funds. Manage staffing issues and directs personnel to accomplish departmental goals. Provides reports to regulatory bodies to keep in compliance with current laws. Ensures compliance with all safety policies and procedures currently in place. Ensure proper decisions are made regarding daily operations. Manages and directs building maintenance personnel to include housekeeping, structural and operational integrity, tool and equipment inventory control, grounds maintenance and safety compliance. Work closely with the Towns management team to establish, foster and promote strong, positive teamwork practices in the Public Works Department
The overall operation of the Public Works Department includes street and road maintenance, fleet maintenance, sidewalk maintenance and development, public water and stormwater systems, water treatment facilities, oversight of inspections of development construction.
Essential Functions & Basic Duties:

  • Oversee daily operations, performance of projects, ensures the completion and mitigation of Public Works projects.
  • Compliance with mandated water monitoring programs and bacteriological sampling to maintain safety procedures and policies.
  • Duty of Operator Responsible Charge (ORC)
  • Accounting activities that can include authorizing purchase orders, validation, payment of invoices, executing contracts preparation of bid documents to contractors/vendors, as well as preparing and maintaining annual budgets and recommends changes.
  • Approve, code, and submit invoices for Public Works departments.
  • Prepare, manage, and coordinate the procurement processes including RFP and RFQ for Public Works department.
  • Evaluate and make proper recommendations for Capital Improvements plans and programs, designs, and plans.
  • Provide recommendation and inspections for maintenance of Town of Monument appurtenances and infrastructure.
  • Oversee renovation and restoration projects.
  • Assist in areas of Public Works such as but not limited to snow removal, aiding with traffic control or other projects.
  • Hosting and leading weekly department meetings.
  • Maintains working relationships with coworkers, Town departments, vendors, engineers, contractors, local, state, and federal agencies, and the public.
  • Perform general personnel management activities, including team building, hiring, training, evaluating and documenting personnel performance, performance enhancement of team, and scheduling of resources with the partnership of the HR department.
  • Recording and allocation of uniform allowance for Public Works employees.
  • Maintenance of fleet vehicles, registrations, and plates for Public Works vehicles.

Abilities:
  • Knowledge of Government/Municipal functions.
  • Knowledge of Federal, State, and local codes and regulations.
  • Maintenance and preparation of reports and records.
  • Analytical skills pertaining to key operational systems.
  • Clear and concise communication via verbal and written formats.
  • Management skills to analyze programs, policies, and operational needs.
  • Establishing and maintaining effective working relationships with leadership, employees, other agencies, and the public.
  • Ability to manage, hire, supervise, train, lead, motivate and evaluate staff.
  • Be a mentor and resource to Public Works employees.
  • Fosters a positive, inclusive, and respectful work environment.

Education/Experience Required:
  • High school graduation or GED equivalent.
  • Bachelor's degree in civil engineering, public administration, business administration, or closely related field preferred.
  • High level leadership and management experience.
  • Experience in fleet maintenance and fleet management.
  • Budget and Project Management experience two (2) or more years.
  • Water Treatment License Level B or higher, or the ability to obtain within a year.
  • Valid Colorado driver's license, with CDL endorsement or the ability to obtain within a year.
  • Completion of a successful background check and drug screening

Physical Demands/ Work Environment:
  • Mixture of stationary work, stand and walk.
  • Possible exposure to outside weather conditions.
  • Exposure to multi levels of noise from moderately quiet to moderately loud.
  • Occasionally required to lift/push/carry items up to 75 pounds.
  • Occasionally required to attend Town of Monument events and/or community meetings outside normal business hours.
