USC's School for Early Childhood Education is dedicated to providing comprehensive, high-quality early childhood education services to children and their families in the South Los Angeles area. Founded in 1970 as a teaching school for future early-childhood professionals, the USC School for Early Childhood Education (USC SECE) seeks to promote school readiness, health/nutrition, mental wellness, and family engagement. Today, our licensed Head Start and Early Head Start centers serve more than 500 infants and pre-school children and their parents each year. We are seeking enthusiastic, creative, dynamic, and team-oriented individuals who enjoy working with children while fostering a supportive learning environment.
Job Overview:
The School of Early Childhood Education is seeking an Assistant Director of Family services & Community Partnerships.
Responsibilities and duties:

  • Administers oversight of the Family & Community Partnerships Service Areas and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA), including State Preschool Program services to support family well-being and promote children's learning and development.
  • Supervises and provides guidance to the Family Advocates, Home Base Educators and team, and State Preschool Staff as well as administrative staff (as needed) to implement strategies to recruit and enroll children, engage parents in their children's learning and development, support parent children relationships and integrate specific strategies for father engagement activities.
  • In collaboration with other managers, develops and implements staff and parent training plan to meet family needs.
  • Conducts ongoing monitoring to ensure that record keeping is accurate and procedures are followed accurately.
  • Serves as the resource staff person for Family Services staff for the web-based recordkeeping system and all compliance and monitoring activities and mandates.
  • Responsible for monitoring and ensuring full enrollment efforts and recruitment for Early Head Start, Head Start, and State Preschool.
  • Plan, participate, and coordinate the family engagement and home base service area; train and supervise the performance of assigned staff.
  • Develop and implement procedures for the delivery of Familyand Community engagement services as required by the Head Start Performance Standards
  • Participate in the development, preparation, distribution, return and collection of community needs assessment and self-assessment activities and mandates.
  • Ensure all Program Information Reporting (PIR) is accounted for in all service areas, and work plans, action plans, and program delivery is assessed and customized to meet the needs of the families in the community.
  • Recruit, orient, and encourage parents of Head Start and State preschool children to participate in the program
  • Coordinate, schedule, and provide parent engagement and education activities including parenting classes, support groups, , trainings, and workshops in a variety of topics such as health, mental health, dental, and nutritional education, utilizing other Head Start and State Preschool staff, community representative, expert consultants or volunteers.
  • Coordinate and oversee the parent volunteer program and related activities; establish and maintain a calendar of parent activities, projects, and meetings
  • Ensure active recruitment for parent Policy Council and center parent committee meeting members.
  • Work cooperatively with all content area staff; identify and inform parents of available community resources, update and enhance the all parent resource handbooks.
  • Identify, inform and facilitate referrals for parents to access continuing education and training opportunities that may lead to self-enrichment, self-sufficiency, and employment
  • Train and supervise the performance of assigned staff; assign and review the work of staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions
  • Facilitate regular communication and parent input into program planning, implementation and evaluation including parental input and review of program proposals and budgets
  • Plan and conduct parent policy council and committee meetings to assure compliance with federal performance standards
  • Consult with administrators and staff to determine the program's needs for various volunteer Services and plans for volunteer recruitment; orient and train volunteers prior to assignment in specific service areas
  • Serve as a liaison between administration, staff and parent volunteers
  • Prepare and maintain procedural and training manuals; prepare and present trainings for Head Start and State Preschool staff; arrange for or provide on-the-job and other required training, supervision and evaluation of volunteers and employees
  • Prepare a variety of reports including statistical reports on the extent, nature and value of parent engagement activities and services; maintain records and files related to assigned activities
  • Attend a variety of meetings and trainings; prepare and deliver presentations related to assigned activities; drive a District or personal vehicle to conduct work
  • Enhance, develop, and initiate all Memorandum of Understandings (MOU) and Community Partnerships.
  • Basic budgeting practices regarding monitoring and control
  • Plan, organize and conduct a variety of procedures and activities to complete the family engagement service area component goals and objectives
  • Research, compile and analyze data
  • Prepare comprehensive narrative and statistical report
  • Monitor and control expenditures in accordance with established guidelines
  • Communicate effectively with other governmental agencies and associations

Preferred Education/Qualifications:
  • Bachelor's Degree or higher in Human Services, Social Services, Child Development, Social Work, Education or other related fields.
  • 3 years of Supervisory experience
  • Directly related professional and supervisor experience in the delivery of Family Services, preferably in a Head Start/Early Head Start programs
  • Ability to handle multiple tasks and to work with outside agencies.
  • Ability to accurately enter and transmit information within established timelines.
  • Ability to communicate effectively both verbally and in writing and to work well with others in a team environment.
  • Ability to represent Head Start/Early Head Start positively to the community and with parents and families at all times
  • Knowledge of Early Head Start and Head Start Performance Standards.
  • Bilingual: English/Spanish Preferred

Physical Requirements
Must be able climb stairs, reach, bend, lift 20-30 pounds, crawl, kneel, stoop, twist, grasp with hands and fingers materials, use arms and legs, able to walk, climb ladders if applicable.

The salary range is $6,500-$7,344/mo., position may require evenings or weekends for recruitment or parent engagement activities.
