Assistant Director of Compliance Manager - Hybrid (Corporate Office | San Diego, CA)

CONAM is offering an exciting opportunity on the (San Diego, CA) Regional  Compliance team as a full-time Assistant Director of Compliance. Pay Range: $ 90,000 - $ 110,000 / Year

Knowledge, Skills, and Abilities

  • Bachelor’s degree in business or equivalent position-specific experience required.
  • 5-7 years related experience
  • Affordable Housing Industry experience required.
  • Knowledge of property management software platforms (Yardi, RealPage, MRI, ResMan...etc.) preferred.
  • Advance knowledge of Microsoft suite, including OneNote and Teams.
  • Strong statistical, analytical, and organizational skills.
  • Ability to collaborate and build partnerships with multiple business units within a company.
  • Excellent professional written and verbal communication skills.
  • Must be highly self-motivated and customer centric.
  • Ability to work with ambiguity.
  • Provide a positive customer experience internally and externally.
  • Strong adaptability and capacity to work in fast-paced environments.

Responsibilities include, but are not limited to, the following:

Department Supervision

    • Staff and manage the assigned Compliance department teams to ensure all compliance responsibilities are achieved for all affordable apartments in the CONAM Management portfolio.
    • Establish team goals and lead the successful achievement of these goals.
    • Technical training and professional development coaching is provided to all assigned Compliance associates.
    • Oversee all annual performance and salary reviews assigned teams.

Compliance Management

  • Rent limits and income limits match the regulatory agreements and changes made by regulatory agencies are identified and implemented.
  • Affordable software platform(s) information related to household rent, income, and set asides is accurate and maximizes rent to the extent possible and all technical compliance related issues are resolved efficiently.
  • Utility allowances are confirmed for all communities every two months and all utility allowance updates are implemented prior to the effective date.
  • The set-up process for compliance requirements in Affordable software platform(s)for properties new to the portfolio is handled accurately and effectively.
  • File review requirements for properties with rental assistance is performed without error and all deadlines are met by the Compliance department.
    • HUD TRACS and USDA MINC monthly reporting is submitted on time and accurately. 
    • Federal and state audit responses are completed on-time and all information submitted is organized, accurate and professionally composed.
    • Reporting assigned to the analyst is submitted to required recipients on-time and with accurate information. Status of reporting not assigned to the analyst is tracked and documented.
    • Affordable community associates receive training that results in improved compliance knowledge and positive feedback from those trained.
    • All move-in and recert files (from assigned team(s)) are reviewed on-time and with consistent criterion and no ineligible households are approved by Compliance.
    • All subsidy income is received by affordable properties.

Company Leadership

    • Contributions are made to the leadership and growth of CONAM’s affordable management business by developing new process’, and expanding the affordable management capabilities with respect to geography and program types.
    • Communicates proactively providing compliance information that is important to the overall management of the affordable portfolio to senior management, other departments, and the property management team.
    • Consistently exemplify CONAM’s core values of Care, Hospitality, Productivity and Honesty and accomplish the ConAm Compliance Department’s mission.

    All Other Duties as assigned.
