DUTIES

ANNUAL SALARY 

 

$193,599 to $240,516; $212,913 to $264,528; and $233,229 to $289,772

An Assistant Director Information Systems is responsible for directing information services functions, including data, voice and network operating centers; technical services, production control, help desks, voice and data communication networks and telecommunication systems, computer program development, database administration and computer operations; major system implementation projects and adoption of new technologies; and provides overall management and definition of all computer and communication activities.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

  1. Two years of full-time paid experience with the City of Los Angeles as an Information Systems Manager, a Director of Systems, or in a class at that level managing a group of employees engaged in systems analysis, design, development or operation of computer based INFORMATION SYSTEMS, voice and data communication networks and systems, or implementation of a major business application; or
  2. Five years of full-time paid experience at the level of Director of Information Technology (IT) managing and directing operations for an organization with 100 or more employees and an IT budget of at least $15 million, providing direction and technical advice to the agency, developing effective strategies for deploying technology and software, testing hardware devices and applications before introducing them to management, and managing schedules and deployment contracts.

PROCESS NOTES 

 

  1. Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.
  2. Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).

 

SELECTIVE CERTIFICATION


In accordance with Charter Section 1010(b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training. For such positions, only applicants possessing the specific professional certification(s) at the time of filing may be considered. Some positions will require a professional industry certification(s) in one or more of the following:

 

  1. Certified Information Systems Security Professional (CISSP)
  2. Certified Information Security Manager (CISM)
  3. Certified Ethical Hacker (CEH)
  4. CompTIA Security+
  5. SANS GIAC Security Essentials (GSEC)

Applicants must attach a copy of the certificate(s) to the on-line application at the time of filing. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Fiscal Management; Tact; Written Communication; Program Responsibility; Workforce Management; Strategic Planning; Technology Application, including knowledge of: principles and practices involved in the administration of a large, advanced technological multi-computer operations environment; information technology system operations as they relate to the activities of systems software programming, advanced network design, and/or systems analysis, design, and/or programming; various technologies, including data, computer hardware, software, and/or application integration and communications; cyber security and data privacy principles, practices, and risks related to system-wide management INFORMATION SYSTEMS; and other necessary knowledge, skills, and abilities.

Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of an Assistant Director Information Systems. This essay material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. Please note that candidates must complete the advisory essay and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.

 

The advisory essay will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Candidates will be required to complete the on-line advisory essay between MARCH 4, 2024 and MARCH 11, 2024. Candidates who fail to complete the advisory essay as instructed may be disqualified.

 

Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line. It is anticipated that interviews will begin during the period of APRIL 1, 2024 to APRIL 12, 2024.

  5. In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
  6. Promotional candidates will accrue seniority credit at the rate of 0.10 of a point for each year of continuous service in those City classes which provide qualifying experience for this position. A maximum of one point will be added to the score of those candidates.
  7. The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit as indicated above, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
  8. A final average score of 70% or higher is required to be placed on the eligible list.
  9. In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
