This position is responsible for the overall daily operations, supervision, development and implementation of Housing Opportunities for Persons with AIDS (HOPWA) and Ryan White Housing Services. The focus is securing and maintaining stability for program participants that are HIV positive, homeless and typically have additional risk factors such as health care neglect, domestic violence, substance abuse, isolation, immigration and/or mental health issues. The Assistant Director's responsibilities include communicating and collaborating with medical case managers and directly manages an intensive case management program. Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work:
-Ensures accurate Housing Quality Standards reports with rent reasonableness documentation.
-Facilitates collaboration with the housing services team, Program Assistant and Housing Inspector.
-Identifies and suggests innovative approaches to the Program Director and participates in implementing performance improvement opportunities.
-Oversees assessments, goal planning, and referrals for program participants.
-Ensures that staff are trained and capable of addressing issues of housing, domestic violence, mental health and substance abuse.
-Ensures that staff are aware of all contract objectives and outcomes as well as SCMAF initiatives and procedures and that they are aligning their work to support housing program goals
-Monitors client data entry and report in the CAREWARE database
-Operates in the absence of the Director, to assure day-to-day management activities are in accordance with all policies. Provides guidance and information to the Housing Quality Standards Specialist. Participates in outreach to all counties assisted by HOPWA Program which include Allegheny, Armstrong, Beaver, Butler, Cambria, Fayette, Greene, Indiana, Somerset, Washington and Westmoreland. Conducts monthly networking with service medical providers and agencies.
-Adheres to all Fair Housing requirements and works with the clients to educate and make referral to applicable agency for guidance. Reports any potential violations to Program Director.
-Maintains compliance with 504/Fair Housing policies when dealing with the public, clients, and guests.
-Provides the full range of direct services to clients seeking assistance with housing, including identifying housing and accessing rental, mortgage, and utility programs. Ensures continued ties to the services provided and agencies in all counties.
-Consult with medical case manager provided regarding clients' specific plans and goals as appropriate.

Education and/or Experience
-Bachelor's Degree from an accredited college or university in Business, Social Sciences, Gerontology, or related fields preferred or a minimum of 2 years of experience in management of programs serving special populations in housing, or an equivalent combination of education and experience.
-Working knowledge of property management Section 8 experience preferred.
-Excellent written and verbal communication skills, including ability to deliver reports in a clear and concise manner with proper background information and recommendations.
-Ability to multitask and prioritize tasks to ensure Agency goals and deadlines are met.
-Exceptional customer service skills and demonstrated ability to maintain strong working relationships with both internal and external clients and stakeholders.
Computer Skills
Must be proficient in Microsoft Office
Certifications, Licenses, Registrations
-PA driver's license and valid automobile insurance coverage.
-Certified Occupancy Specialist must be obtained within 6 months of employment. Preferred at time of hire.
-Housing Quality Standards Certification must be obtained within 6 months of employment. Preferred at time of hire.
Other Qualifications
Must maintain the confidentiality of assignments and to work under pressure of deadlines, including flexibility in work schedule. Knowledge of accounting/finance preferred.
