Position Summary and Job DutiesRepresent A Government Entity in proceedings relating to civil mental health commitments, guardianships, protective placements, and child support. Provides legal services to certain departments within Rock County Human Services and the Rock County Child Support Agency.
55% Represents Rock County in civil mental commitment, Guardianship, and Protective Placement matters
- Prepares cases for court hearings, including status conferences, probable cause hearings, final hearings, and trials
- Appear for all court hearings
- Prepare court documents, including Petitions, witness lists, and Orders when appropriate
- Handles all appeals related to the above case types
25% Provide legal advice to the following Human Services programs/departments relating to civil mental commitments, Guardianships, and Protective Placements
- Adult Protective Services
- Crisis
- Community Support Program
- Comprehensive Community Services
15% Handles legal matters for the Child Support Agency as needed
- Handles Child Support court cases including establishment of paternity, establishment of child support orders and expenses, enforcement actions, and appeals.
- Prepares cases before court
- Appears at all scheduled court hearings
- Prepares orders after court within 7 working days of hearing
- Completes Interim Financial Orders within 24 hours of hearing
5% Performs other duties as assigned
Success Factors (KSA's)
- Knowledge of Federal and State laws regarding elder law, guardianship, protective placement, mental health law, and child support.
- Thorough knowledge of principles, materials, and practice of legal research.
- Thorough knowledge of judicial procedures and rules of evidence.
- Thorough knowledge of established precedents and sources of legal reference applicable to County activities.
- Ability to establish and maintain effective working relationships with fellow employees, public officials of other departments, and general public.
- Strong skills in the preparation and presentation of cases for trial.
- Skills in organizing, interpreting and applying legal principles and knowledge to complex legal problems.
- Skills in expressing and communicating ideas clearly and concisely, orally and in writing.
Job Requirements, Education, Training & Experience
- Experience in the professional practice of law, including municipal legal experience.
- Graduation from accredited school of law.
- Licensed to practice law in the State of Wisconsin.
- Valid driver's license.
Physical Elements
- Ability to sit, stand and walk for periods of time.
- Ability to exert up to 10 pounds, occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.
Equipment Use
- Ability to use a computer and computer keyboard.
- Valid driver's license to be able to attend court proceedings.
Work is indoor legal work in an office building or courthouse.
