The Assistant University Compliance Officer (ACO) for Research will assist in the continued development and growth of the University Compliance and Ethics Program through providing institutional coordination, oversight, and implementation of the University's export controls and research security compliance programs. The position reports to the Chief Internal Audit and University Compliance Officer who, in turn, reports to the Vice President and General Counsel. The University Compliance Office consists of six staff positions, the University Compliance Officer, the Assistant University Compliance Officer, the Executive Administrative Assistant, the Senior University Compliance Analyst, the Title IX Coordinator, and the Title IX Case Manager.

Duties and Responsibilities:
  • Serves as the University's point of contact to administer and provide training to the community in all matters related to export control regulations, research security matters, and international collaborations.
  • Oversees, directs, and provides day-to-day oversight of the University's export control program and its obligations, policies, and procedures; and makes all export control determinations (e.g., ITAR or EAR, screening individuals).
  • In collaboration with or at the direction of the Office of the Vice President and General Counsel, review proposals, confidentiality/non-disclosure agreements, and contracts for which export controls may apply, and write export control determinations.
  • Coordinates operational functions and builds relationships with individuals/areas across the university impacted by research security regulations (i.e., University IT, Office of Grants and Contracts, Human Resources, Facilities, shipping, Office of International Students and Scholars, Office of the Provost and academic units).
  • Develops and implements export controls management and monitoring plans and tracking, and does so in a manner that captures institution-wide compliance needs (e.g., financial conflicts of interest management plans, intellectual property obligations, etc.); and utilizes data sources to collect and analyze quantitative and qualitative data and develop metrics/KPIs to measure the effectiveness of the compliance and ethics program and related initiatives.
  • Conducts regularly scheduled (e.g., annual) research security and export controls risk assessments; performs compliance-related audits, investigative fieldwork, and monitoring to determine the presence of appropriate controls; and performs assessments of compliance readiness of various University areas at the division, department, or unit level.
  • To support the University's strategic plan, the ACO for Research will collaboratively support research compliance areas, such as: research security, export controls, research involving vertebrate animals, human subjects, biosafety, dual-use research of concern, controlled substances, and financial conflicts of interest or conflicts of commitment related to research. The ACO for Research will provide such support in close collaboration with, and at times at the direction of, the Office of the Vice President and General Counsel.
  • Executes the institution's Export Controls Management Plan by working closely with key University representatives, providing guidance to faculty and staff regarding export control obligations and safeguards, raising awareness through education and training, and partnering with other departments/personnel to develop and monitor research security training based on rules and functions.
  • Tracks federal guidance and regulations regarding research security and export controls to create or update appropriate policies and procedures; stays informed about regulatory trends and enforcement activities relevant to higher education and the research enterprise; advises, educates, and consults with compliance partners to promote awareness and to support and respond appropriately to changes in the regulatory environment; and researches and develops recommendations on how most effectively to address compliance-related issues of University-wide applicability.
  • Leads and/or participates in various University committees and ad-hoc working groups related to export controls, research security, and other research-related matters.
  • Establishes and sustains effective working relationships, builds credibility, and works collaboratively with faculty, staff, students, and operational leaders to promote a culture of ethics and compliance, and ensures that compliance matters are promptly handled, forwarded for follow-up or response, and that issues are escalated.
  • Prepares written reports, resources, and education and training materials on timely compliance topics and designs, develops, and conducts compliance-related education and training.
  • Performs other related duties as required or directed by the University Compliance Officer. The omission of specific duties does not preclude the Chief Internal Audit and University Compliance Officer from assigning duties that are logically related to the position.

Minimum Qualifications:
Minimum Qualifications: Master's degree in pertinent area plus four (4) years of experience OR Bachelor's degree plus eight (8) years of experience, and a minimum of four years of direct export controls compliance experience within a higher education institutional environment.
Demonstrated knowledge and fluency regarding compliance and ethics in higher education, particularly in sponsored research compliance requirements, export controls, enterprise risk management, and internal audit principles will be carefully considered.

  • Fluency in software and models for data collection and metrics for compliance programs.

Preferred Qualifications:
Preferred Qualifications: J.D., Master's degree in Higher Education Administration or Master of Legal Studies / Higher Education Compliance, or pertinent compliance-related field. Knowledge regarding compliance in higher education, sponsored research compliance, export controls, and research security will be carefully considered.
