As a service-oriented organization, we never waver in our commitment to our Corps. This position is located at CHURA WARABI CDC, CAMP COURTNEY. Candidates selected for this position will serve as an ASSISTANT CHILD DEVELOPMENT CENTER DIRECTOR.

Professional training and development curriculum in technology and leadership. Child and Youth Program employment incentives: Recruitment Incentive. Upon hire, all regular full-time and regular part-time CYP employees at MCCS Butler are eligible to receive a $500 recruitment incentive which will be disbursed no later than the second pay period of an employees hire date.

This incentive will require a six-month employment commitment. If the employee resigns within the initial six-month period, the incentive payment will be recovered from the employee upon separation. This incentive will be monitored and administered by MCCS NAF Human Resources utilizing enclosure (1) and uploaded to Shared Services Center Japan (SSCJ) via the ConneXion software platform.

Retention Incentive. All regular full-time and regular part-time CYP Employees at MCCS Butler will receive an annual $500 retention incentive on the anniversary of their hire date into their CYP position. Employees who transfer from another MCCS location to a CYP position at MCCS Butler will receive the incentive payment on the anniversary of their initial hire date into MCCS Child and Youth Programs.

This incentive will be monitored and administered by MCCS Family Care Branch utilizing enclosure (1) and uploaded to SSCJ via the ConneXion software platform. Referral Incentive. All MCCS Butler employees in grades NF-03 (or equivalent grade) and below are eligible for a $100 incentive payment for any referral that results in the hire of a CYP employee at MCCS Butler.

This incentive payment will be disbursed once the referred employee completes 180 days in their respective CYP position. The referring employee MUST be named as the referral source in the referred employees employment application in order to be considered for this incentive. No referrals will be considered retroactively (i.e., after the employment application is completed and submitted).

This incentive will be monitored and administered by MCCS Family Care Branch utilizing enclosure (1) and uploaded to SSCJ via the ConneXion software platform. Childcare Subsidy Incentive. All regular full-time and regular part-time CYP employees at MCCS Butler will receive a 100% childcare discount for the first child enrolled in a Child and Youth Program facility.

In addition, CYP employees at MCCS Butler will receive a 50% discount for each subsequent child enrolled in a Child and Youth Program facility. This incentive will be monitored and administered by MCCS Family Care Branch. Major Duties NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: ASSISTANT CHILD DEVELOPMENT CENTER DIRECTOR BUSINESS TITLE: ASSISTANT DIRECTOR, CHILD DEVELOPMENT CENTER JOB CODE: 090013 JOB SERIES: 1701 PAY LEVEL: NF-3 FLSA STATUS: EXEMPT Introduction: The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Assistant Director position is to assist the CDC Director in overseeing a developmentally appropriate CDC program.

A CDC Assistant Director is assigned to a CDC and the incumbent is expected to work with the CDC Director with minimum supervision toward the overall objectives of administering the program. Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements. Major Duties and Responsibilities Major duties and responsibilities of the CDC Assistant Director include program management, budgeting and financial management, personnel management, program operations, interactions and relationships, and compliance.

These tasks are summarized below. Program Management Directs, administers, and supervises overall operation of the designated CDC. Applies professional knowledge of CHILD DEVELOPMENT principles to supervise facility based programming of quality, affordable, safe, healthy and developmentally appropriate childcare and preschool services for children of active duty Marines and DoD civilian personnel.

Assists with the development and supervision of a developmentally appropriate CDC program that promotes the social, emotional, physical and cognitive growth of children 6 weeks to 6 years old. Assists in providing program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), United States Marine Corps (USMC), and local policies and standards. Assists with development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation.

Assists with collection and maintenance of statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. This may include hours of operation, transportation to schools attended by eligible patrons, and programming needs of the military community. Provides oversight for services that may include: part day preschool programming for selected days of the week, evening child care for selected days, and occasional hourly and supplemental child care.

Participates in the CYP Inclusion Action Team meetings as required. Helps to coordinate staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations. Maintains supporting documentation on special needs and ensures proper attention is provided for each child.

Ensures maintenance of appropriate standards for facility condition, safety and sanitation. Submits work requests to maintenance as required. Recommends purchase of equipment and supplies to adequately maintain the facility and associated childcare programming.

Helps ensure required inspections are conducted by health, safety and fire officials. Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds and surrounding areas of responsibility. Ensures completion of a daily inspection checklist.

Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports. Budgeting and Financial Management Assists in overseeing the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and non-appropriated funds.

Adheres to authorized methods of acquisition. Major Duties Personnel Management Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance abuse, and take appropriate action.

At CDC Director's discretion, the incumbent: Initiates and implements personnel actions and supports the CDC Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Supports and carries out all established EEO objectives and policies in matters of personnel management and communicates support of these policies. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.

Manages and resolves complaints related to personnel and makes recommendations to the Director for corrective action as necessary. Develops staffing schedule in accordance with established ratios and group sizes and submits it to supervisor for approval. Works collaboratively with CYP Training and Curriculum Specialist(s) to identify training needs of employees, provide or make provisions for training to accomplish those needs, and assess application of training.

Assists with ensuring training is competency-based and tied to career progression. Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate credential, Military School-Age credential or college level classes. Program Operations Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs.

Assists with implementation of these SOPs. Assists with establishing and implementing a Parent Board that includes parents and CYP Professionals. Helps oversee the food service program to ensure compliance with applicable USMC and US Department of Agriculture Child and Adult Care Food Program policies and standards on: proper composition of meals, ordering of food, proper preparation and storage of food, and maintenance of required documentation and record keeping for food service.

Interactions and Relationships Assists in establishing a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults. Models appropriate behaviors and techniques for working with children and youth when working with CYP Program Assistants and Leaders. Plans, implements and supervises parent participation programs designed to encourage and support positive relationships between parent, child and CYP Professionals.

Participates in, and may coordinate activities of, the Parent Advisory Board that includes parents and representatives from CYP. Interacts professionally with employees, parents, volunteers, and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.

Compliance Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Assists in ensuring compliance with law, policies, and regulations applicable to DoD CYP programs. Assists in obtaining and retaining DoD certification and accreditation.

Carries out Equal Employment Opportunity policies and communicates support of those policies to CYP professionals. Additional Responsibilities In the absence of the Director, incumbent assumes responsibilities and performs duties and requirements of the position under supervision of CYP Administrator with oversight. May administer medications and basic care items to participants according to prescribed procedures and CYP medical directives.

Identifies and responds to emergency situations including evacuations, child illness, and physical and emotional disorders. Incumbent is a mandatory reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Perform other duties as assigned.

Qualifications Minimum Qualifications (1) A Bachelor's degree in CHILD DEVELOPMENT, early childhood education, family and consumer science (early childhood emphasis), elementary education, special education, or other degree appropriate to the position from an accredited college AND 1 year of full time experience working with children and/or youth OR (2) A combination of education (at least 24 semester hours) and experience, or additional course work, that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease.

Must complete all DoD training requirements within the specified time including orientation, initial, DoD Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
