Position Overview

Under the general direction of the CFO/Director of the Office of Fiscal Management, will serve as the Assistant CFO to organize, analyze, prepare, and monitor the IDNR budget for the Governor's Office of Management and Budget (GOMB) and the General Assembly; reviews and supervises preparation of budget projections and analysis of state and federal funds for budgetary planning/program needs; provides divisional fiscal officers with federal and state budget allocations for the divisions; serves as a liaison to legislative committees and the Bureau of the Budget; serves as a full-line supervisor.

Job Responsibilities

1.    Under administrative direction of the Chief Fiscal Officer (CFO), serves as Assistant Chief Fiscal Officer:

  • Analyzes, organizes, prepares and monitors the Department's budget.
  • Directs the forecasting, developing, implementing and coordinating of the overall Departmental budget.
  • Develops alternatives for the successful implementation of the complex budget structure.
  • Reviews to ensure information collected and schedules established meet all internal and external requirements.
  • Establishes allocation of special funds to the various divisions and programs.
  • Directs and coordinates special funds obligations and expenditure controls.
  • Directs development of Office budgets.
  • Reviews budget submittals from Fiscal Officers and requests changes.

 

2.    Analyzes, prepares and reviews historical fiscal data for Governor's Office of Management and Budget and General Assembly budget requests.

  • Coordinates operating budget transfers with GOMB.
  • Maintains logs.
  • Reconciles records with the IL Comptroller.
  • Maintains forecast of planned transfers for budgetary control.

 

3.    Directs, controls, and evaluates the administration of centralized accounting services and the deposit/revenue functions for the Department:

  • Directs the development and implementation of internal accounting and administrative controls to ensure State and agency requirements are met.
  • Directors and evaluates the Department's project accounting and fiscal controls.
  • Prepares budget projections and analysis of state and federal funds for future budgetary planning and program needs.
  • Submits reports to the CFO.

 

4.    Serves as liaison to legislative committees, Bureau of the Budget and other departments:

  • Drafts proposed appropriation bills and amendments.
  • Prepares major fiscal notes to substantive legislation.
  • Analyzes legislative bills for the statewide fiscal impacts and develops necessary plans of action for the department's CFO and Executive Staff.

 

5.    Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

 

6.    Assumes responsibilities of the CFO in the absence thereof.


7.    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements
  1. Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting.
  2. Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
  1. Three (3) years of professional supervisory experience in accounting, external auditing or budgetary control of public accounting.
  2. Two (2) years of knowledge of law, rules and regulations relating to accounting.
  3. One (1) year of working experience and knowledge of Procurement codes and rules.
  4. Two (2) years of working experience with computerized accounting systems and software of a varying scope and excel computer software/programs.
  5. One (1) year of working experience and knowledge of Generally Accepted Accounting Principles (GAAP) reports.
