We are seeking an experienced Architect/Developer with a strong background in the design, development, and implementation of financial systems within the public sector. The successful candidate will be instrumental in leading the technical modernization of financial accounting application systems, ensuring these are efficient, scalable, and aligned with the State of Washington's financial reporting requirements.

- Utilize existing systems as a baseline to draft modernized user interface design specifications and efficient system function consolidations.
- Conduct comprehensive reviews of current systems to summarize business transactions and develop functional specifications.
- Initiate design sessions to establish project standards aligned with Companys Standards, including the creation of design specification artifacts like page headers and wireframes templates.
- Design, develop, and maintain web-based business applications utilizing Microsoft SQL Server, .Net framework, Azure Cloud Hosting services, MVC, Web API, and the Angular JavaScript framework.
- Develop a reusable template encompassing field lists, input control events, navigation standards, business rules, screen validation, ADA tags, and tab sequences.
- Collaborate with IT team to establish development and test environments for team familiarization with development products.
- Set up databases and application copies for system modernization, including unit and integration testing.
- Create staging areas and repositories for project configuration management, demonstration, and training activities, ensuring development tools are accessible to the team.
- Implement defined specifications into systems as outlined in the Scope of Work, including migrating and modernizing application code to the latest programming languages with minimal database updates.
- Upgrade the User Interface (UI) to enhance user experience, streamline business processes and workflows, and ensure ADA and WCAG compliance.
- Produce comprehensive system documentation detailing the modernized systems.
- Work closely with business analysts, project managers, and stakeholders to convert business requirements into technical solutions.
- Employ Agile methodologies throughout the development process to ensure the timely delivery of high-quality software products.
- Extensive experience in the development and integration of financial accounting application systems within a public sector environment, with a strong understanding of financial operations (General Ledger, Trial Balance, etc.).
- Strong analytical, problem-solving, and technical leadership skills.
- At least 3 years of experience in IT system modernization projects using Agile frameworks.
- Demonstrated project migration experience to Microsoft Azure cloud.
- A minimum of 4 years of experience in developing and maintaining web-based business applications using Microsoft SQL Server 2012/2016, SQL Analysis Services, Reporting Services, Integration Services, .Net framework with C#, Azure Cloud Hosting services, MVC, Web API, and Angular JavaScript framework.
