**This is an internal recruitment only for current qualified classified City of Reno Employees**
The ideal candidate will be passionate about aquatics programs. They will supervise, assign, review, and participate in the work of staff responsible for supervising the operations of an aquatics center for the Parks, Recreation, & Community Services Department. They will ensure work quality and adherence to established policies and procedures and perform the more technical and complex tasks of the work unit.
We currently have one vacancy in the Parks and Recreation Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

Examples of Essential Functions
  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for supervising the operations of an assigned recreation or community service program including either aquatics, golf operations, indoor centers, special events, youth services, or outdoor recreation and athletics for the Parks, Recreation, & Community Services Department.
  • Establish schedules and methods for providing assigned recreation program or community services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of the assigned recreation program budget; submit budget recommendations; monitor expenditures.
  • Oversee fund-raising efforts and grant preparation for assigned recreation and community service programs; monitor grant funded programs to ensure compliance with established requirements.
  • Coordinate the provision of downtown cultural and special events; create action plans for marketing and promotion of event, vendor and entertainment selection, stage management, use of lighting and sound equipment, food and beverage concessions and related activities.
  • Maintain yearly calendar of events held in the downtown area; provide information and resources to the public regarding upcoming events.
  • Oversee operations of assigned recreation section; manage expenses and revenues and prepare appropriate reports.
  • Develop, organize and implement before and after school child care programs and youth services; coordinate, supervise and schedule activities of staff; ensure instructional programs provide social, physical and intellectual growth.
  • Conduct on-site inspections of assigned areas; ensure proper maintenance and safety requirements are adhered to; respond to inquiries from staff.
  • Oversee the operations of assigned section; provide effective customer service.
  • Supervise the administration of various contracted recreational programs and classes; select instructors for classes, determine class locations and develop marketing and advertising materials.
  • Provide responsible staff assistance to assigned division manager in the general administration of the Department; conduct operational studies and analyses involving budget, organization, procedures, policies, or administrative problems.
  • Supervise staff in scheduling use of City-owned facilities, parks, athletic fields and County school District sites for use by various clubs, corporations and private parties; coordinate facility usage with appropriate City departments and divisions.
  • Monitor assigned departmental events to troubleshoot potential problems; investigate complaints regarding facilities, parks, programs or staff; identify issues and recommend corrective action.
  • Promote and coordinate specific activities within the assigned recreation program; prepare program event and facility marketing material including news releases, flyers, schedules of events, pamphlets and brochures.
  • Meet with public, private and community organizations to present and discuss issues and programs within the assigned recreation program; resolve complaints in a timely manner.
  • Schedule usage of assigned recreational facilities for activities including section programs, special events, and public use; provide information and assistance to users of facilities.
  • Monitor and inspect assigned recreational facilities for safety and proper maintenance; schedule maintenance and secure facilities.
  • Analyze and initiate cost saving, revenue producing, and efficiency projects to enhance financial base for the City.
  • Monitor assigned agreements and ensure compliance of agreements.
  • Continually evaluate assigned sections to determine areas for change, improvement, and/or efficiency.
  • Oversee and participate in the pursuit of alternative funding sources to support section programs such as public and private partnerships, donations, and the use of volunteers.
  • Ensure program registration, facility reservations, and financial transactions are conducted in accurate and efficient manner and in accordance with department/city guidelines.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Initiate, maintain, and develop effective working relationships with schools, agencies, businesses, and community groups; develop outreach programs with agencies that are designed to encourage con-sponsorship of activities and events.
  • Prepare analytical and statistical reports on operations and activities; write and/or make recommendations to bid documents, RFP's/RFQ's, staff reports, and council reports.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of recreation programs to which assigned; incorporate new developments as appropriate into programs.

Minimum Qualifications
The following minimum qualifications are required to be met at the time of application.
Combinations of relevant work experience and education that are equivalent to the following are acceptable.*
Education:
  • Bachelor's degree from an accredited college or university with major course work in recreation, leisure studies, public administration, business administration, or related field.
*Each year of additional relevant work experience will substitute for one year of the education requirement.
Work Experience:
  • Four years of experience in the coordination of recreation programs including one year of administrative and/or lead supervisory responsibility.
License:
  • Valid driver's license

Examination Process:Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of online assessments which include a Cognitive Abilities Test along with a Training and Experience evaluation (T&E) weighted as follows.
Training & Experience Evaluation (T&E) = 80%
Cognitive Abilities Test = 20%

The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.

Appointment and Certification:
Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
