Description
Keeping Washington Clean and Evergreen
The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill an Aquatic Lands Cleanup Unit Supervisor (WMS Band 1) position. The position is located Headquarters Office (HQ) in Upon hire, you must live within a commutable distance from the duty station.
As the Aquatic Lands Cleanup Unit Supervisor, you are responsible for providing leadership, strategic planning, professional development and technical project support to your thirteen staff. You'll be charged with promoting a cooperative work environment to maintain unit cohesion, by assigning and directing work, leading and supporting the hiring and training of staff, promoting staff development, and handling personnel issues. You'll also be responsible for coordinating cleanup and natural resources restoration efforts with the Headquarters Cleanup Section Manager, developing and coordinating sediment cleanup strategies and policies for statewide and Puget Sound Initiative (PSI) contaminated sediment work in compliance with cleanup laws and regulations.
The mission of the Toxics Cleanup Program (TCP) is to protect Washington's human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

Duties
Under the Toxics Cleanup Program Headquarters Cleanup (HQCU) Section Manager, the Aquatic Lands CleanupUnit Supervisor will:
  • Plan, lead, and guide the work performed by the unit at Puget Sound Initiative (PSI) cleanup sites regarding in-water cleanup of contamination, source control, and natural resource damage assessments and compensation strategies under the Model Toxics Control Act (MTCA), Sediment Management Standards and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and in accordance with Toxics Cleanup Program cleanup policies.
  • Maintain the highest standards of personal/professional and ethical conduct to support the state's goals for a diverse workforce.
  • Coordinate with staff and section manager on the prioritization of section work and the sharing of section resources.
  • Provide staff mentoring, training, and consultation on environmental issues.
  • Actively communicate with the regulated community, Tribes, local, state and federal government, elected leaders and environmental organizations on sediment management issues.
  • Coordinate source control technical support to permit managers in the Water Quality and Solid Waste Management programs, and programmatic policy or technical expertise regarding quality assurance and natural resource damage assessment.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of eight years of experience and/or education as described below:
Professional experience in environmental analysis, control, or environmental planning, including professional working knowledge of:
  • Model Toxics Control Act (MTCA) / Sediment Management Standards (SMS)
  • Clean Water Act (CWA)
  • Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) regulations
  • Sediment Cleanup User's Manual (SCUM) and Wood Waste guidelines
Education involving major study in a natural science, such as aquatic biology, ecology, ecotoxicology, environmental chemistry, environmental sciences, or other allied field.
