CDE Lightband, the municipal electric and broadband power provider for the City of Clarksville, offers electric, television, internet, and phone service to customers within the city limits. CDE Lightband serves over 80,000 metered homes and businesses with electric service and over 28,000 customers with broadband services over our Fiber to the Premise Network.
We are looking for a candidate to join our Electric Line Worker Team to fill the position of an AP1 Apprentice Lineworker. The individual will remain in the position of AP1 Apprentice until a position opens to progress to the next level in the Apprentice program. Progression is based upon knowledge, experience, and performance, not time-in-grade or seniority, and does not guarantee advancement to the next level. Performance is evaluated by the supervisor.

All Applicants should have the stated experience, which should include work towards or completion of a five-year Line Worker apprenticeship program approved by the DOL, Bureau of Apprenticeships.

Job Summary

Highly skilled and trained position, working closely under the supervision of a Foreman Journeyman and the General Foreman. Incumbents are trained in the construction and maintenance of overhead and underground electrical service distribution systems. Responsibilities may include participating in the installation, repair, replacement, and inspection of equipment and materials required for the transmission and distribution of electric power; Work performed may be required to be worked while energized. Employees are also expected to maintain an inventory of standard parts and equipment; and maintaining records of activities as required per policy and procedure; as well as uphold the highest of safety standards as set forth per the American Public Power Association (APPA) Safety Manual any other safety policies, rules and regulations.

Apprenticeship will follow the Tennessee Valley Public Power Association (TVPPA) Apprentice
Lineman Training Program (or a similar type of program approved by the Department of Labor, Bureau of Apprenticeships and Training) with corresponding step progressions, pending performance both within the Program and as evaluated by Foreman. Progressions and timing of steps are not guaranteed.

Essential Duties and Responsibilities

• Assists with installation, maintenance, and repairs of electric systems, which may include: Constructing, installing, remove and service secondary distribution lines both overhead and underground performing work on both energized and de-energized lines. Frequently requires digging when installing poles, anchors and underground lines.
• Effectively capable to climb utility pole to safely perform work when necessary, and all safety requirements on an annual basis
• Operates vehicles of various sizes, weights and descriptions in a safe and cautious manner, following all local, state and federal rules and regulations to include DOT and Commercial Driver's License requirements.
• Attend regular training as required for Apprenticeship Program; Maintain testing requirements per standards for progression; attend any other meetings, trainings or other required programs as set forth to include all safety meetings and maintain and follow all safety requirements as set for by CDE Lightband, APPA, OSHA, TOSHA and any other local, state or regulatory agency.
• Monitors and maintains inventory of parts and equipment while working with warehouse personnel to maintain accurate outgoing and incoming connections with assigned work; notifies supervisor when levels are low

Qualifications

Education:

High School Diploma or equivalent (GED)

Experience:

Past experience in electric distribution line work & Formal Line Worker Training,
preferred but not required. (for Steps 1-2); 2-5 Years' Experience to include formal
Line Worker apprenticeship training (for Steps 3-8)

Certifications & Licenses:

Completed Apprenticeship Training to receive Journeyman Standing

Commercial Driver's License

CPR/AED or ability to obtain upon hire

Other Requirements:

Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job also considered

• Knowledgeable of Occupational hazards & Safety Regs associated w/ electrical transmission & distribution
• Knowledgeable of applicable Federal, State, and local laws, rules and regulations
• Knowledgeable of and Skilled in Customer service principles and practices
• Skilled in electrical line work, energized when required
• Skilled and Able to climb utility poles with energized lines, when necessary, and use aerial devices to service broken/defective wires or equipment, & able to work in underground vaults & access a diversity of workspaces
• Skilled in accepting, receiving and transferring training and training principles
• Skilled in Troubleshooting and resolving complex problems
• Skilled in Basic Computer and related software applications
• Skilled in Reading and comprehending training documents
• Skilled in and the Ability to perform physical work during extreme conditions for the entire duration of the workday and beyond into extended hours if necessary if duties of the job requires.
• Ability to work independently and individually and exercise independent judgement and initiative while working work under supervision and following direction and work orders
• Ability to communicate clearly and concisely both written and through the spoken word.
• Ability to identify and correct conditions that affect employee safety

Working Conditions

• Indoor/Outdoor working position, requiring incumbents to travel from office to worksite via company vehicle.
• Requires constant indoor and outdoor work with potential for extreme outdoor temperatures
• Potential to work outside normal working hours
• Incumbents may be subjected to moving mechanical parts, electrical currents, dusts, gases, poor ventilation, chemicals, extreme temperatures, intense noises, environmental disturbances, workspace restrictions, and travel.
• Position will be scheduled for 'On-Call' Rotation requiring weekend and holiday work
• Reside no farther than 30 minutes (max) driving from the main office location.
