General Purpose
Under general supervision, collects property information, and determines market value and property valuation for an assigned/specialty appraisal area; works independently to ascertain values for both individual and mass property appraisal, using cost, market, and income approaches to property value; responsible for quality control of work products related to the assigned appraisal area.
Minimum Qualifications
Education and Experience:
- High School Diploma or GED equivalent from an accredited institution.
- Four years of experience in property valuation; New Mexico public sector experience is desirable.
Required Licenses or Certifications:
- Valid New Mexico Driver's License.
- International Association of Assessing Officers (IAAO) training and certifications I (course 101), II (course 102), and III OR an active or inactive Appraisal license.
- IAAO IV certification required within one year of hire if hired under IAAO certification 1, II and III option.
Essential Job Functions
- Determines valuation of properties in an assigned market area of Sandoval County; inspects properties, measures and sketches improvements, identifies property characteristics, confirms map details, inputs data into and generates reports from Computer Assisted Mass Appraisal (CAMA) system.
- Reviews and updates property record cards; reviews and qualifies Agricultural and grazing land forms for current and future land classification status.
- Works independently to determine market value and property valuation for a designated appraisal area.
- Ascertains values for both individual and mass property appraisal, using cost, market, and income approaches to property value.
- Trains, mentors, and coaches lower-level appraisers in all aspects of generally accepted principles and practices of appraisals in accordance with pertinent regulations, policies, and procedures; oversees and reviews appraiser technician's field work.
- Develops fair and equitable valuation of property, in compliance with state tax code and County policies.
- Performs statistical sales analysis and market analysis of properties in assigned area.
- Works with property owners to schedule appointments, coordinate access issues, and resolve problems; responds to property owner inquiries and concerns; performs formal and informal protests.
- Processes technical documents, and assures maintenance of all property assessment records in accordance with New Mexico statutes.
- Fulfills and maintains the goals, standards and objectives of the Assessor's Office and Sandoval County.
- Stays abreast of current and proposed statutory regulations and requirements, technologies, valuation methods, and market conditions.
- Perform or assists with all duties required of lower level appraisal job functions as required.
- Performs other kjob-related duties as assigned.
Position reports to the Appraisal Supervisor.
