Employees appointed to this classification shall receive a Recruitment and Retention Differential of $200 per month
This position supports the California Department of Public Health's (CDPH) mission and strategic plan by overseeing the review, evaluation, inspection and certification of health facilities and agencies as to their compliance with state and federal laws and regulations. The Health Facilities Evaluator Manager I (HFEM I) is responsible for ensuring consumer complainant appeals and federal independent informal dispute resolution review processes related to long-term health care facilities are resolved as required by state and/or federal laws. The HFEM I provides licensing oversight and program guidance for the home and community-based federal waivers of the Home Health Agency/California Assisted Living Waiver; and the Intermediate Care Facilities for the Developmentally Disabled- Continuous Nursing Waiver, in collaboration with the state MediCal agency (Department of Health Care Services).
The incumbent works under the general direction of the Health Facilities Evaluator Manager II.

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the California Department of Public Health (CDPH) Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services' Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
