Description
Essential Functions:
Analyzes and interprets air pollution data, and prepares scientific statistical and narrative reports
Evaluates program procedures and recommends modifications, including the areas of data entry validation and program performance measures.
Reviews and evaluates programs for Quality Assurance and accreditation standards and regulation
Designs and implements programmatic and analytical Quality Assurance methods, protocols and plans

UNDER ADMINISTRATIVE SUPERVISION
Reviews, monitors and interprets compliance with accreditation standards and coordinates regulatory agency audits and inspections
Compiles and analyzes statistical data, prepares reports, and completes special projects
Evaluates policies, procedures, programs and services and recommends modifications
Prepares and submits scientific reports which summarize and explain the action plan for the attainment and maintenance of Air Quality standards and other Air Quality activities and operations
Provides information and answers questions from community groups, businesses, and the public concerning federal, state and local environmental and air pollution standards and regulations
Assesses programs' quality improvement procedures and recommends changes.
Attends training for professional development
Strictly adheres to standard operating procedures and other technical guidelines
Maintains documentation of certification and traceability of standards, and accreditation standards
Confers with staff and assists in the development of Air Quality data review forms and processes for data entry validation and review
Conducts Quality Assurance audits of air monitoring computer network, calibrates flow meter instruments, and maintains air monitoring data base
Submits data summary annual report and air monitoring data for inclusion in the state and federal database
Interprets information about reference methods, continuous Air Quality monitors, sampling design, and statistical techniques applicable to ambient air monitoring data
Conducts laboratory and field work testing and certifying flow devices and ozone standards
Performs related work
Minimum Requirements
Physical Requirements & Working Conditions:
Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work
Works at locations with limited or difficult access including uneven terrain
Spends prolonged periods of time exposed to the elements
Lifts and carries items weighing up to 50 pounds
Climbs a ladder at least 6 feet tall
Walking, bending, stooping, climbing is required to access varying types of terrain including elevated surfaces
Minimum Requirements:
Bachelor's degree
Biological Science
Engineering
Environmental
Mathematics
Meteorology
Natural Science
Physical Science
Related field
Four years of professional or technical air monitoring, air emissions auditing, scientific Quality Assurance, scientific research, or air emissions control technology experience
Other Minimums:
Must provide one's own source of transportation
Must wear personal protective and safety equipment as mandated by OSHA
Must possess and maintain a valid driver's license
Equivalency:
Graduate work in the specified education areas may be substituted on a year-for-year basis for a maximum of two years of the required experience
