AOC TESTING SME
Security Requirement: Top Secret/SCI
Responsibilities for this position include:
Provide support as AOC operator expert on AOC 10.1 and Block 20 systems, applications, and procedures in Configuration Review Boards (CRBs) and Enterprise management reviews (EMRs). Coordinate with branch leadership to recommend A3C's position.
Actively participate on Integrated Test Teams (e.g., AOC 10.1, TBMCS, Block 20). Review and coordinate relevant Test and Eval Master Plans (TEMP). Coordinate with branch leadership to recommend A3C's position.
Assess and facilitate the development of concept of employments for new/modified AOC weapon system (WS) applications/capabilities; conduct warfighter shops to identify and document modifications to current and advance tactics, techniques, and procedures (TTPs).
Advise leadership during formal test execution (Developmental Test and Operational Test), including participation in test agency-led Developmental Test Review Boards (DTRB) and SPO-led Disposition Review Boards. Research operational impacts of deficiencies discovered during test to identify possible workarounds and advise on fielding decisions.
Solicit inputs from AOC units and Major Commands (MAJCOMs) on impacts of deficiencies discovered during testing or operations for consolidation into a recommended Lead Command position on fielding AOC 10.1 and Block 20 upgrades while carrying deficiencies.
Coordinate with AOC units, Air Reserve Component (ARC) units, and Headquarters agencies to identify manpower to support formal tests and informal assessments.
Track, or generate if not existing, a comprehensive Integrated Master Schedule capturing key milestones within current AOC WS program (10.1) and depicting relationship to key milestones of related programs (TBMCS, GCCS-J, and Block 20).
Actively participate in lead command strategy sessions, AOC WS deep dives and other miscellaneous AOC WS meetings. Review and coordinate relevant information. Coordinate with branch leadership to recommend A3C's position.
All assigned personnel shall:
Review, develop, and prepare positions and responses to ACC and Air Staff taskers in accordance with (IAW) the Action Officer (AO) handbook and other A3C-directed guidance.
Prepare command-level briefs and staff packages, IAW the AO handbook and other A3C-directed guidance.
Prepare, review and develop Combined, Joint, AF and Multi-Service doctrine, instructions, regulations, and Operational Concepts to include but not limited to Enabling Concepts, Functional Concepts, CONOPs, CONEMPs, conceptual operational plans, Roadmaps, Contingency Plans, and Corona taskers.
Experience and Education Requirements:

4.2.4 AOC Testing Subject Matter Expert
4.2.4 (a)
Rated operations experience as a USAF 11, 12, 13B or previous 17XX Air Weapons Controller/Air Battle Manager, and/or 13O Multi-Domain Warfare Officer AFSCs

AOC operational experience or higher headquarters level staff to include program and funding actions, preferably in AOC support

Experience working test and evaluation policies and instructions; implementing Technical Order 00-35D-54, USAF Deficiency Reporting, Investigation and Resolution

Experience working with Theater Air Control System (TACS) and AOC weapon systems, Tactics, Techniques, and Procedures (TTP) as well as Joint C2 systems that interface with TACS and AOC weapon system 10.1, preferably within last 10 years

Experience with systems acquisition management

Relevant experience as a project and/or program manager with demonstrated ability to perform as a senior level expert and serve as a senior project lead

Experience working in a Headquarters Staff (NAF, MAJCOM, or above) environment producing decision documents, presenting briefings, building staff packages, coordinating with other staff personnel, working with other major command elements, and interfacing with USAF staffs

Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Outlook) Microsoft Teams, and Adobe Acrobat software
