Minimum Qualifications
Acceptable Experience and Education
A Doctor of veterinary medicine degree and two (2) years professional veterinary experience, including veterinary internship or residency, in shelter or companion animal medicine and surgery, or in zoo, wild animal medicine and surgery or completion of residency in zoological medicine.
Certificates and Licenses Required
  • Licensed to practice veterinary medicine in the State of Texas by the State Board of Veterinary Medical Examiners prior to appointment or licensed in another state. If licensed in another state, must obtain Texas License within 30 days of appointment.

  • Federal Controlled Substances Registration, and USDA Accreditation for some positions within 45 days of appointment.

Typical Duties
Administrative Duties:
Develops and maintains effective working relationships between the El Paso County Pet Wellness Clinic and other departments, agencies, and organizations; and works collaboratively to share services in order to achieve efficiencies and cost savings
Upholds El Paso County's goal of reducing the stray pet population by offering a high volume, low cost, spay neuter clinic services to the community;
Provides vision and leadership in administering all El Paso County Veterinarian Clinic activities;
Directs strategizing, planning, organizing, reviewing, designing, and evaluating of the overall operations and development of the department; utilizing strategic planning as well as performance measures, data and metrics to effectively measure the success of the ANIMAL WELFARE programs and services;
Directs department goals and objectives to be consistent with priorities, policies and procedures established by Commissioners Court; interprets plans, specifications, standards, policies, procedures, and regulatory codes;
Is responsible for all administrative, personnel and department operations; provides management, administration, organizational leadership, and team building; plans, assigns, supervises, trains and evaluates the work of professional, technical and administrative support staff; assigns duties and plans work of others;
Schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others; approves selection of new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions;
Maintains a highly competent staff to meet the established needs of the entities; implements personnel
additions, changes or terminations within guidelines set by Commissioners Court and County procedures;
Administers and formulates salary and personnel recommendations as they pertain to the department;
Monitors and oversees department operations to ensure that services delivered are in compliance with contract provisions, applicable laws, rules and regulations established by federal, state, and local laws and by applicable standards established by Commissioners Court and the department; and
Actively participates in the County's leadership team.
Veterinarian Duties:
Develops new policies and programs designed in the interest of improving efficiency, productivity, cost control, and effectiveness for Commissioners Court consideration related to the El Paso County Pet Wellness Clinic;
Renders veterinary care and treatment to animals brought to the El Paso County Pet Wellness Clinic;
Performs routine and emergency medical care;
Plans, implements and administers preventive medicine program;
Administers anesthesia and direct physical restraint of animals to ensure safety and minimize risk to staff and animals
Performs surgery and post-operative care;
Conducts postmortem examinations;
Oversees vaccination, parasite control, bio-safety, quarantine and other protocols;
Directs laboratory preparation of sample tissues for disease identification and prevention;
Maintains detailed records for veterinary care including controlled drug logs drug logs;
Monitors and recommends changes to animal diets, nutritional standards and programs;
Enforces laws associated with domestic and wild animals;
Participates in the care, feeding, humane treatment and euthanasia of impounded animals;
Ensure proper disposal of animal carcasses;
Ensures proper inspection, investigation, epidemiology enforcement and quarantine related to disease and injury resulting from contact with animals and zoonotic diseases;
Directs laboratory preparation of sample tissues for disease identification and prevention;
Provides advice and counsel to local law enforcement agencies on the acquisition, management, referral, and disposition of canines;
Directs the approval and enforcement of licenses and permits governing animal control to ensure compliance with regulations;
Implements and enforces departmental animal care and disease control regulations;
Ensures compliance with all applicable regulatory agencies, animal health and welfare regulations and standards including United States Department of Agriculture (USDA), Good and Drug Administration (FDA), Drug Enforcement Agency (DEA), Centers for Disease Control and Prevention (CDC), Texas Animal Health Commission (TAHC), Environmental Protections Agency (EPA), Texas Environmental Quality Control Commission (TCEQ) and the Animal Welfare Act;
Reviews facilities and standards to assure quality and recommends changes in animal housing and care;
Educates the public by explaining state and local laws, codes and regulations relating to the care and control of animals, filing of complaints and authorities of the clinic;
Performs computer input and retrieval functions to prepare and maintain records and reports including but not limited to: data relating to animal intake, disposition, live release outcomes, and died in care;
Testifies in court regarding citations and disposition of complaints;
Develops specifications for County RFPs and bids related to department needs, works with Purchasing to issue requests, participates in evaluation of responses, and makes recommendations on award of purchases, including options available through the State Co-op and DIR methods;
Evaluates contract work and invoices for work performed for compliance, resolves discrepancies, and makes recommendations for contract modifications;
Computes mathematical figures and makes relatively complex arithmetic computations to prepare statistical summaries;
Oversees the analysis of the departmental equipment needs;
Oversees the tracking, analysis, and reporting on El Paso County Veterinarian Clinic and maintenance operations for cost effectiveness;
Confers with and makes presentations to the Chief Administrator, Commissioners Court, Animal Welfare Director, department heads, elected officials, financial and budgetary staff, the general public and affected parties;
Communicates ideas and recommendations through verbal and written reports;
Organizes and presents verbal and written research/analytical reports; produces written documents with clearly organized thoughts and comprehends and makes inferences from written materials;
Provides and presents supporting documentation regarding financial viability, economic feasibility, and implementation schedule of proposed projects;
Provides progress reports and communicate short and long term outcomes;
Monitors trends, plans scenarios and identifies issues that impact El Paso County Pet Wellness Clinic operations and communicates results to the Animal Welfare Director including any recommended changes to operations;
Prepares special, periodic, monthly, and quarterly reports;
Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
Leads by example while representing the organization by maintaining personal integrity and professional ethics; and
Promotes a work culture that is sensitive and responsive to the needs, interests, and values of the organization and the community.
Budget Duties:
Is responsible for making financial recommendations on capital purchases, annual budget and expense allocations; oversees financial planning for departmental functions and needs in concurrence with Commissioners Court approvals;
Works with the Animal Welfare Director, Chief Administrator, Elected Officials and their staffs, department staff and other county staff, and shared services partners to establish priorities and set schedules and budgets for timely completion of projects;
Works with Purchasing Department and provides input and makes recommendations to Commissioners Court, Elected Officials and departments on best alternatives for awarding contracts to competing vendors and contractors; negotiates and oversees contracts as assigned; and
Assures that department recommendations that have been approved by Commissioners Court are carried out or complied with; forecast personnel and financial needs of all activities; keeps abreast of developments that affect the functions performed in each reporting section of the department.

Maintains a safe and healthy work place environment;
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Job Summary
Summary of Position
The Veterinarian works independently, subject to administrative approval, developing, implementing, maintaining, and managing programs regarding the El Paso County Pet Wellness Clinic for Commissioners Court, including implementation and execution of policies and best practices regarding the El Paso County Pet Wellness Clinic and other related matters in the interest of improving efficiency, productivity, cost control, effectiveness, live outcomes training of foreign veterinarians residents and service to the community. The Veterinarian is responsible for scheduling and overseeing the daily operations of the Department, supervising staff and enforcing state and local laws regarding unlicensed, stray, and owned animals; as well as assisting in animal abuse and neglect cases.

Directs: Veterinary Resident and any administrative and other support staff or volunteers
Other: Has extensive contact with Commissioners Court, Elected Officials, Department Heads, County Employees, Vendors, animal rights/advocacy groups, contact with the general public and other government entities.
El Paso County offers a very comprehensive benefit package (some benefits may not apply to part time or temporary employees) consisting of the following:
HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave - 15 days of paid leave per fiscal year for active military service
Bereavement Leave - 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.
