ANNUAL SALARY RANGE: $71,615.00 - 119,357.00 (Salaries are paid biweekly)
ANNUAL ANTICIPATED HIRING RANGE: $84,000.00 - $104,000.00 (Salaries are paid biweekly)

Job Summary
Responsible for data analysis, evaluation, and reporting on housing, homelessness, and Diversity, Equity and inclusion (DEI) efforts for the City's Social Sustainability Department (SSD) and Equity Office. This position also plays a vital role in creating a data routine for the organization and works collaboratively with other data analysts across the City.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Research, plan, identify, gather, monitor, forecast, and analyze data related to Housing & Equity
  • Ensure data sets and use of data meet City requirements for technical quality, reliability, reporting, and analysis/evaluation
  • Develop, design, implement, and manage City Housing and Equity databases and public-facing dashboards
  • Develop standards, policies, and procedures of database management, oversight, and maintenance
  • Develop reports, dashboards, and other end-products that offer summaries, alternatives, findings, and recommendations; prepare quarterly/annual progress reports
  • Develop relationships with historically excluded community members and play a lead role in the City's efforts to integrate an equity lens into City data collection and reporting
  • Evaluate the impact of city funding and programs from a triple-bottom-line and equity perspective
  • Create reports, data visualizations, and other data products to show the impact of policies in achieving goals around housing and equity and to support community, City, and Council decision-making around complex social issues
  • Ability to tell the story behind and about the data - as well as impacts from policy decisions
  • Develop data partnerships across the City organization (e.g., Utilities, Planning Development and Transportation, GIS, and similar)
  • Evaluate data methodologies, procedures, and/or processes to propose optimal use of data for the City's Housing and Equity Strategic Plans. Identify problems and recommend improvements, revisions, and/or modifications of data gathering and management processes and procedures.
  • Develop, maintain, and schedule customized reports to pull and arrange information from multiple systems for distribution and sharing.
  • Conduct benchmarking to identify emerging data needs, trends, and services. Point out anomalies or concerns with data.
  • Assist in developing and maintaining local messaging and storytelling through data
  • Collaborate as requested with local, regional, state, or federal partners.
  • Monitor trends in policies, programs, and the economy to assess whether implementations is occurring adequately
  • Assess the potential impacts of proposed policies, including resources needed to implement.

Required Knowledge Skills and Abilities
  • Graduate-level research skills, including data identification, validation, statistical analysis, and database management.
  • Knowledge of and experience with research and statistical methods.
  • Strong ability to assemble and analyze large amounts of data and information, identify patterns, errors, and trends, and draw reasonable conclusions.
  • Excellent written and verbal communication skills; ability to prepare analytical and summary reports.
  • Proficient knowledge in relational database concepts, design, and development.
  • Proficient knowledge in data reporting applications such as Crystal Reports, Power BI, and SQL Server Reporting Services.
  • Proficient knowledge in database recovery techniques, performance monitoring, and tuning.
  • Knowledge of performance measurement and evaluation methodologies.
  • Ability to develop and maintain effective working relationships with City staff and management, City Council, and the general public.
  • Ability to summarize and communicate findings and policy issues, tell stories with data, and use data to predict future trends depending on policy changes.
  • Knowledge of local government organizational structure, functions, and operations.

Required Qualifications
MinimumPreferred
College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees
Bachelors degree or equivalent work experience in Statistics, Economics, Data Analysis, Computer Science, Mathematics or related field.
Masters degree and directly applicable work experience in statistics, economics, data analysis, computer science, mathematics or related field. Additional coursework or experience using data/statistical analysis in social work; diversity, equity, and inclusion; urban planning; public administration; or similar fields highly desired.
Experience Requirements
  • Three (3) or more years of related work experience; or equivalent combination of education and experience.
