Position Title: Associate Mgr. High Cost Program Admin.

SUMMARY: Assist in managing methods, processes and systems used to carry out NECA’s responsibilities for administration of federal universal service support programs including data collections, calculations, FCC and USAC filings, and audit support. Programs include Federal Universal Service Fund High Cost Loop Fund (USF HCL), Connect America Fund Intercarrier Compensation Fund (CAF ICC) and CAF Broadband Loop Support Fund (CAF BLS). Assist in performing analyses and studies related to these programs to ensure quality and accuracy of data submitted by companies. Other responsibilities include assisting with impact analyses of FCC rules and reform proposals on rural telecommunication carriers, as directed.

RESPONSIBILITIES/TASKS:

1. Perform assigned tasks related to development and maintenance of systems and processes for collecting and filing necessary data from NECA regions, companies and/or consultants for USF HCL. Tasks include: a. Assist in managing processes and databases containing study area support amounts transferred to and received from the universal service support administrator (USAC).

b. Assist in developing and maintaining procedures for NECA’s administrative responsibilities for the USF HCL program.

2. Perform assigned tasks related to the design and management of the annual CAF ICC data collection and with the development of Switched Access rates, Eligible Recovery, ARC rates and CAF ICC support estimates for the annual tariff filing and supplementary filings. Tasks include: a. Assist in developing and maintaining processes and procedures for collecting necessary data for the CAF ICC program, including maintaining user instructions, data edit definitions and updating range variances

b. Assist in developing the pure CAF ICC support amounts and revenue requirements used as inputs for monthly Settlements calculation purposes

3. Perform assigned tasks related to the development, implementation and maintenance of systems and processes used to calculate and file data for CAF BLS on behalf of members. Tasks include:

a. Assist in developing and maintaining processes and procedures for collecting necessary data for the CAF BLS program, including maintaining user instructions, data edit definitions and updating range variances

b. Assist in providing necessary calculations and adjustments for the separation of combined CAF BLS data provided by USAC into CAF BLS Voice and CAF BLS Broadband-Only support, mapping the USAC data to the level of detail required for input into the monthly settlements process.

4. Manage Form 507 line count data collection, certification and filing processes.

5. Provide support to NECA staff and member companies on High Cost support audits related to access support amounts, including reconciliation of support amounts and preparation of reports/materials for members and consultants.

6. Assist in preparing detailed analyses and recommend proposals to actively support members in the deployment and adoption of broadband technologies and services. Run ‘what-if’ scenarios and collaborate with NECA staff, members and consultants to increase accuracy.

7. Assist in Analyzing, quantifying, and interpreting the impacts of FCC orders and revised rules affecting federal support amounts, including analysis of the effects of cost and support cap formulas such as the capital expenditure and operating expenditure statistical regression models.

8. Assist in interpreting and communicating results of analyses for stakeholders including senior management, region staff, members, and USAC and FCC staff.

9. Perform special projects and ad hoc requests as required.

10. Perform other duties as assigned.

EDUCATION:

Bachelor’s Degree in Business, Economics, Statistics, Information Technologies, Accounting or related field

LICENSES &/OR CERTIFICATES:

None required

EXPERIENCE:

1 - 3 years data analysis/management preferred

1 – 2 years programming with SAS and Excel Macros using Visual Basic

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

• Ability to interpret/implement FCC orders related to federal support programs

• Programming skills in SAS and Microsoft Excel

• Data Analysis/Management

• Excellent interpersonal and communication skills

• Ability to develop creative approaches to problem solving

• Ability to manage simultaneous projects with changing priorities
