Job description

RESPONSIBILITIES:

  •  Leads and coordinates all components of PHMC’s Alternative Certification program.
  •  Ensures understanding of Keystone STARS Performance Standards, particularly the Staff Qualifications indicators and Early Childhood Career Pathway, PreK Counts, Head Start and Early Head Start and aligns program practices with QRIS and ECE systems broadly.
  •  Establishes and monitors staff benchmarks, schedule of activities, targeted recruitment, subcontracts, enrollment, delivery and reporting of program services.
  •  Develops and monitors subcontracted program services and partner recruitment activities
  • Monitors program spending and informs analysis of cost categories and overall budget activities performed by the program team and subcontractors
  •  Develops and oversees program data, tracking and reporting according to funder and PDE requirements
  • Oversees implementation of program activities, including course module delivery, assessments, placements and testing processes.
  •  Monitors and supports implementation of program activities, including a caseload of participants at times
  •  Coordinates oversight of candidate applications, eligibility review, approval and monitoring of cohort and individual progress and milestones, assessments and testing, outcomes, and post graduate activities
  •  Address and coordinates program supports, resources and individual planning for student needs
  •  Conducts oversight of student completion and recommendation for PA Educator Certification
  •  Interface and report student data and outcomes in TIMS
  •  Liaise with PDE program contacts
  •  Liaise with primary student funding partners
  •  Monitors and implements program improvement strategies, updated competencies and program standards aligned with statewide trends and requirements
  •  Remain up-to-date with PA Educator Certification requirements
  •  Report on trends and make recommendations to improve efficiency and strengthen credit bearing delivery systems and support services within the region.
  •  Provide oversight to all functions of the Pennsylvania Professional Development Registry that overlap with Educator Certification.
  •  Creates and facilitates program advisory committee
  •  Provide training and technical assistance to participating subcontractors to support staff within respective
  • education departments developing fluency in regional workforce needs and supports available for enhanced program experiences.
  •  Collaborate with PDO Director, PDO Management Team and PHMC communications staff on the development of promotional materials, website, press releases, etc.
  • Attend community meetings, conferences, and workshops to present information when needed.
  •  Perform other duties as assigned.

 

SKILLS:

  •  Current working knowledge of best practices as related to early childhood professional development and higher education systems; ability to apply knowledge to program objectives and goals.
  •  Ability to analyze, synthesize and evaluate concepts and information.
  •  Ability to formulate and carry out effective work plans.
  •  Ability to facilitate the coordination of multiple tasks and manage a variety of projects simultaneously.
  •  Ability to build effective working partnerships with diverse stakeholders.
  •  Ability to foster team-building and to work effectively as part of a team.
  •  Ability to communicate effectively with employees, other professionals, government agencies, higher education institutions, and other professional organizations in a positive, pleasant, professional and productive manner in writing, by telephone, and in personal contacts.
  •  Ability to write reports and business correspondence.
  •  Ability to operate a personal computer including word processing, spreadsheets, and power point.
  •  Ability to lead productive meetings.
  •  Ability to perform all required functions and responsibilities accurately, completely, and in a timely fashion.
  •  Ability to use effective problem-solving skills.

 

EXPERIENCE:

  •  Knowledge of regional, state, local, and national early childhood systems, and cross-functionality.
  •  Knowledge of the early childhood workforce needs and trends, particularly as non-traditional college, and credential students.
  •  Knowledge of PDE standards and competencies and relevant content
  •  Knowledge of PK-4 systems, student placements, resources, and barriers
  • Three (3) to five (5) years of related experience in monitoring project deliverables across partners, including use/management of databases and reporting structures.

 

EDUCATION REQUIREMENT:

 Bachelor's Degree or better is required, PK-4 Educator Certification preferred.

 

ORGANIZATIONAL RELATIONSHIPS:

The Alternative Certification Project Manager reports to and is supervised by the ECE PDO Director and interacts with project staff; contractors, practitioners, post-secondary institutions, and other agencies, and collaborates across teams where appropriate, to enhance services to early care and education providers. The position is full time, 100% FTE. The position of Alternative Certification Project Manager operates from PHMC’s main offices at 1500 Market St, Philadelphia, PA though this position requires occasional travel throughout Bucks, Chester, Delaware, Philadelphia, and Montgomery counties to best serve the meeting schedules of participating students and partners. Statewide travel is occasionally required.

Salary Grade: 21
