Pay Range:
$3,081.58 - $3,625.38 Bi-weekly (DOE)

General Statement of Duties: Plans, manages and coordinates operations/ARFF at Montrose Regional Airport and Hopkins Airfield including personnel, airport construction, airfield maintenance and compliance with the Airport Certification Manual. Ensure compatible land use/encourage economic development.
Supervision Received:Receives general direction from the Executive Director and exercises wide latitude in determining objectives and approaches to critical assignments.
Supervision Exercised: Provides direct supervision of Lead Aircraft Rescue Firefighter, Airport Operations Specialist Lead, ARFF/Operations Specialist and maintenance and custodial employees.
Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.
  • Supervises staff including scheduling work assignments; hiring and training employees, reviewing work progress and completion; evaluating employee job performance; conducting performance evaluations; recommending salary adjustments; counseling employees; and ensuring compliance with all applicable federal aviation regulations including Part 139, Part 77, and TSAR 1542.
  • Ensures airport compliance with the FAA approved Airport Certification Manual.
  • Conduct long range planning including capital/organizational strategies, manage, plan, organize, and implement department programs.
  • Assists Executive Director with budget items pertaining to operations, ARFF and maintenance.
  • Procures goods and services for Airport Operations, ARFF and terminal facility.
  • Conducts FAA required Airport Operations Training for Airport, Federal, State, and contractor employees.
  • Oversees operations and maintenance of airfields in Montrose and Nucla.
  • Interpret various policies/procedures impacting Airport Operations/Management.
  • Responds to aircraft and weather related emergencies 24 hours a day.
  • Performs essential functions during airport emergencies.
  • Implements and enforces Airport Rules and Regulations.
  • Interfaces with airport engineer, FAA, TSA, USDA and State Officials.
  • Assists with airport lease agreements.
  • Coordinates airport sponsored events.
  • Coordinate with military units to facilitate training at Montrose Regional Airport.
  • Analyze/recommend rates/charges for use of properties/services.
  • Visit/inspect leasehold buildings premises.
  • Work with tenants/contractors on approvals of construction improvements to buildings/premises.
  • Acts as the alternate Airport Security Coordinator.
  • Performs related work as required and other duties as assigned.
  • Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS
Required Knowledge, Skills and Abilities:
Education: A Bachelor's degree from an accredited college or university in Airport Administration, Business Management or other related field is required.
Experience: A minimum offive (5) years Airport Operations experience with at least three (3) years supervisory experience.
Required Knowledge: Thorough knowledge of FAA rules and regulations, including Federal Aviation Regulations (FAR's) and Advisory Circulars (AC's). Knowledge of principles, practice's, policies and procedures of Airport Operations. Knowledge of airport maintenance. Knowledge of principles and practices of effective management.
Language Skills: Ability to express ideas clearly and concisely, orally and in a variety of written formats. Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge. Ability to assemble, organize and present statistical, financial and technical information derived from a variety of sources. Ability to read, analyze, and interpret complex and technical documents including contracts, maps, and complex management and financial reports and respond to the most sensitive inquiries or complaints. Ability to read, comprehend and translate information relayed in written or graphic format. Must be able to write policies, procedures, correspondences and other types of documents. Must have the ability to write speeches, articles and manuals and create presentations using original and innovative techniques and styles. Must have the ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups and organizations and/or board of directors. Ability to prepare industry specific technical reports and budgeting information. Ability to effectively communicate with the public, federal, state and county officials, employees, community agencies and the public. Ability to effectively communicate with an air to ground and 800MHz radios.
Interpersonal Skills:Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community. Work with the media to maintain a positive image of the County to the community. Interact professionally and diplomatically with County employees, other agencies and organizations and members of the community and manage difficult or emotional customer situations. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality. Must be able to diffuse the most intense situation with diplomacy and professionalism. Must have the acumen to navigate political waters of the County and other outside agencies and organizations. Demonstrate a commitment to the County's mission, values and core beliefs. Provide leadership, guidance and feedback to ensure continual quality improvement and respect the experience, cultural and overall diversity of those you lead and interact with.
Mathematical Skills: Must have the ability to work with basic mathematical concepts such as addition, subtraction, multiplication and division and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Skills: Must be able make rational decisions through sound logical and deductive processes and make sound judgments, decision making, problem solving, while planning directing and monitoring the work of the agency. Must be able to analyze problems, identify alternative solutions, project consequences of proposed actions, and recommend or implement best options in support of strategic goals and objectives. Consider concrete and abstract variables. Must have the ability to analyze, appraise and organize facts, evidence and precedents concerned in difficult and complex cases and present material in a clear and logical form, including oral and written presentations, briefs, opinions, orders or decisions. Must be able to successfully manage multiple projects and complete work under pressure pursuant to deadlines.
Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must have fundamental experience with word processing, database manipulation, spread sheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources. Must be able to learn the software and programs related to the position and the County.

Physical ability and mobility to drive a motor vehicle to and from field and meetings. Ability to navigate uneven terrain. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations. Must be able to talk and listen, taste and smell. Must, frequently lift and/or move up to 25 pounds and occasionally up to 100 pounds.

The work environment will be divided between a professional office environment and time on the air operations area (AOA) in outdoor weather conditions. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Ability to tolerate and be productive in a moderate to loud noise level in the work place. Employee will have periodic exposure to hazards in the field such as driving and inclement weather. The employee occasionally works near moving mechanical parts, in high, precarious places and is occasionally exposed to wet or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. Individual may be exposed to hearing alarms and hazards associated with airport emergency situations including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oil.
Special Requirements: Must possess and maintain a valid Colorado Driver's License and satisfactory driving record. Ability to monitor airport activities to ensure airport safety and security. Ability to pass a ten (10) year Federal background investigation. Ability to operate any equipment in the possession of the airport.
