Job description

POSITION PURPOSE:

This position assures compliance to the Aquatic Habitat Conservation Plan (AHCP) by administering a roads program that minimizes the release of controllable sediment into water bodies during the construction, re-construction, and maintenance of roadways on Green Diamond timberlands in California. In addition to the operational requirements for controlling sediment, this position must also ensure continued functionality and direct improvement as needed of a road database that tracks all controlled road sediment volumes and associated costs. This position is responsible for the scheduling and coordination of all AHCP annual road projects. AHCP road projects must be coordinated with the Roads Superintendent, Roads Supervisor, and Roads Administrators, in order to assure efficient and cost-effective application of the short and long-term conservation measures.

ESSENTIAL FUNCTIONS: (other duties may be assigned)

  • Ensures that the upgrading and decommissioning of sites following the sub-watershed road work unit priorities according to the AHCP.
  • Directs the assessment and data compilation of required maintenance of all secondary and mainline roads not associated with THPs. This involves the maintenance of approximately 800 to 1000 miles of roads annually on a scheduled 3-year rotating basis.
  • Ensures continued functionality of the road database and directs database improvement as needed. Ensures that the road database incorporates all historical road inventory information as well as new data generated by the road assessment team.
  • Ensures that roadwork orders are prepared for contract maintenance projects and 1600 permits are prepared and finalized prior to the initiation of road projects.
  • Provides annual training of AHCP, MATO, and WDR requirements for supervisors, company and contract road crews, RPF's, and forest technicians.
  • This position tracks the sediment saved, (cu yds.), from entering State waters from upgraded and decommissioned roads.
  • Assists the Forest Operations Coordinator in preparing the biennial AHCP Report summarizing road assessments, upgrading, decommissioning, and maintenance activities.
  • Coordinates with the Road Superintendent, Supervisor, Road Administrators, and RPFs to facilitate the development and tracking of annual road projects and to identify priority sites for THPs to optimize the efficiency of multiple schedules and differing priorities. Coordinates with RPFs during THP development to ensure CEQA coverage for isolated installations or upgrades that would not be directly associated with an appurtenant THP road system.
  • Directs and assists the Forest Operations Coordinator with Submitting and updating all annual work plans and the annual work plan report to CDFW and Water Quality Board.
  • Supervises a team of Forest Operations Technicians who conduct surveys, enter data, develop roadwork orders, and other tasks contributing to the timely completion of the AHCP Road group's responsibilities.
  • Identify and recommend opportunities for road restoration projects across California Ownership.
  • Identifies areas and opportunities to improve programmatic agreements (AHCP, MATO, WDRs) and contributes to the amendment process.
  • Develops expert level knowledge of the AHCP, MATO, and WDRs and advises division staff on matters pertaining to those agreements.
  • Provides road related analytical and project support to the Operations Department.
  • Represents the Operations Department on division and company level projects teams from time to time.
  • Assures a safe workplace. Takes personal initiative and an aggressive responsibility to ensure ongoing safe behaviors through implementation and active participation in the company safety program with a goal of no recordable incidents. Develops, implements, and facilitates safety elements to support the Divisions Injury and Illness Prevention Plan (IIPP).
  • Conducts productive performance management reviews (written and verbal), for staff, in compliance with company guidelines and policies.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor's degree in Forest Engineering, Watershed Management, Forestry or equivalent field.
  • 5-7 years of experience in road layout, design, maintenance or construction.
  • 2-3 years' experience working with relational databases.
  • 2-3 years' experience developing and analyzing data from SQL relational database queries.
  • Valid California Driver's license.
  • Experience with Graphical Information Systems and spatial databases.
  • Must have forest road engineering experience in order to make decisions regarding road maintenance, culvert installation, and general road drainage options.
  • Ability to critically evaluate complex situational conditions and/or empirical data to arrive at a well-informed decision and/or relate the information to supervisor or other department managers.
  • A thorough comprehension for the complexities of regulation on forest land in California (CA Forest Practice Rules and CDFW 1600 permit process), and a broad understanding of the relationships between forest management activities (e.g. potential impacts derived from roads) and the associated water quality implications.
  • Demonstrated strong planning and organizational skills with attention to detail.
  • Must have proven supervisory and leadership skills and the ability to effectively organize, motivate, and lead a staff or crew with a focus on safety and goal achievement.
  • Must have the ability to work weekends, overtime and various hours of day/night.
  • Strong negotiating skills.
  • Competent in assessing road sites for estimating road volumes, running profiles and cross-sections, proper installation of various erosion control structures, estimating necessary equipment requirements and associated costs for treatment. Must be able to conduct an economic analysis of the least cost options to meet company production goals and regulatory permit requirements on all projects.

DESIRED:

  • California Registered Professional Forester.
  • 2-3 years' experience and/or training in leadership.
  • Familiarity with road building and maintenance equipment, production capacity, operation costs.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

  • This position is located in Crannell, CA.
  • Field Work in addition to a normal office environment with moderate noise levels, occasional lifting, regular walking, sitting, bending, twisting, standing and reaching.
  • Occasional travel to various locations in proximity to the Korbel office requiring a vehicle and ability to drive.
  • Ability to orient, climb, and traverse steep rugged, densely vegetated terrain on a consistent basis in in sometimes harsh weather conditions for long periods of time.
  • Works in conditions that may expose employee wildlife encounters, poison oak and/or insect bites.
  • Ability to tour logging operations, attend training and company functions.
  • Ability to perform consistent work on a PC.
  • Must maintain punctual and regular attendance and present appropriate professional appearance at all times.
  • This position may be exposed to (1N) of hydrochloric acid.
  • This position is a Physical and Mental Requirement Classification 7.

Compensation Details: Annual wage range: $72,264 to $108,396. The wage listed is just one part of Green Diamond's total compensation package. Other rewards include eligibility to receive an annual company-wide financial bonus and the opportunity to receive a bonus based on your personal performance.
