"Serving consumers and agriculture by safeguarding the public, plants, animals and the environment through promotion, education and regulation." The Idaho State Department of Agriculture is currently recruiting for a FSMA Program Manager located in the Boise office.

KEY RESPONSIBILITIES -

1. Program management responsibility for all phases of the FSMA and Hemp programs including decision-making authority which requires a wide variety of program/project responsibilities which may include: development of program plans, policies, procedures, and strategies to accomplish plans; program evaluation; staff work assignments; performance evaluations; policy communication; negotiation; contract compliance; and legal case preparation.

2. Develop a multi-year strategic plan for the FSMA and Hemp regulatory programs, monitor the implementation of the strategic plans, and evaluate and revise the plans as needed.

3. Assist in the development and adhere to the program budgets.

4. Monitor contract requirements and grant activities.

5. Track accomplishments and ensure accountability to meet all of the requirements of the FDA Cooperative Agreement including timelines, reports, and budget.

6. Assist in the involvement of cooperators, food safety experts, and industry stakeholders in developing an assessment and plan for education, outreach, and technical assistance for the regulated community.

7. Build networks with industry experts and stakeholders through meetings and information gathering to introduce awareness of the FSMA rules and requirements and create an atmosphere of shared knowledge, trust, and collaboration between the regulators and the regulated community.

8. Provide training, educational outreach, presentations, and technical assistance to staff, interest groups, legislators and the general public.

9. Develop and provide outreach and educational materials including presentations and guidance to industrial hemp licensees.

10. Write technical reports, letters, and memorandums of understandings (MOUs).

11. Review plans and specifications for covered produce.

12. Review hemp applications and approve industrial hemp licenses.

13. Be proficient in understanding and communicating rules, laws and regulations of industrial hemp.

14. Review laws, regulations, policies and procedures for compliance.

15. Represent the department at meetings.

16. Prepare rules for promulgation and provide legislative testimony.

17. Conduct produce safety inspection, collect regulatory samples if needed, prepare inspections, and investigative report files including report writing, documenting statements and findings, and compiling case data on covered farms as needed.

18. Conduct hemp inspections, collect regulatory samples as required, prepare inspections, and investigative report files including report writing, documenting statements and findings, and compiling case data on licensed producers and handlers as needed.

19. This position may conduct investigations. Investigations may include collecting evidence, compiling case data, and photographic evidence.

20. Fulfill monthly, quarterly, and annual reports for the Food and Drug Administration and United States Department of Agriculture.

21. A cell phone with an Idaho area code, furnished by the employee is required for this position and is eligible for reimbursement under the Cell Phone Reimbursement Policy.

22. Other duties and special projects as assigned.

Minimum Qualifications

This qualification is a mandatory requirement.

+ Some knowledge of management practices.

Specialty Areas: These qualifications are mandatory requirements for this recruitment.

+ A valid driver's license.

+ Experience reviewing laws, regulations, policies and/or procedures for compliance or explaining to others how they apply to specific situations.

+ Good knowledge of agricultural practices and their impact on human health and food safety.

+ Some knowledge of sanitation and safe food handling practices.

+ Within 12 months of hire, becoming commissioned/credentialed with a produce category by FDA which includes, but is not limited to, passing FDA's mandatory background check and maintaining the commission/credential.

+ Experience with writing technical reports or letters.

+ Within six months of hire, become USDA certified to sample Hemp.

Supplemental Information

Desirable Areas: These qualifications are not required; however, if you have the related background, it may increase your score.

+ Bachelor's degree in health science, agriculture, biology, or a related field.

+ Public health experience to include inspection of facilities and enforcing ordinances, rules, and statutes.

+ Development and implementation of new programs based upon new laws and rules (state and federal).
