Position Summary
The Research & Materials Civil Engineer III will support MassDOT - Highway Division's annual Aggregate Evaluation Program. The incumbent in this position will work under the supervision of the Materials Evaluation and Research Engineer. This position will be responsible for assisting in the management of the Pyrrhotite Evaluation Program, Aggregate Evaluations across the state, current and future research, with potential to assist additional programs if needed. The engineer will be collaborating with the materials evaluation engineer, the state geologist, and communicate with industry members to enforce compliance with specifications and all applicable laws, regulations, policies and procedures set forth in the Pyrrhotite Program and/or MassDOT specifications. In addition, incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations the laboratory testing of the Pyrrhotite Evaluation Program with potential to test other materials if needed.
Duties and Responsibilities
Duties and responsibilities may include, but are not limited to:
  • Assist Materials Evaluation Engineer with the Pyrrhotite Evaluation Program.
  • Assist Materials Evaluation Engineer with Aggregate and other materials Evaluation Programs.
  • Reviews Aggregate License Applications submitted for use in concrete in Massachusetts. Aggregate coming from Massachusetts and other states.
  • Reviews Geological Survey Reports.
  • Tracks payments for completed aggregate licenses.
  • Maintains Regular communication with State Geologist and Materials Evaluation Engineer during application review, non-compliances review and pyrrhotite research.
  • Reviews inquiries from homeowners affected by Pyrrhotite Aggregate in coordination with State Geologist.
  • Coordinate with outside construction industry members, consultants, legislation, and internal MassDOT departments to further the pyrrhotite program.
  • Analyze, evaluate, and upload valid third-party test results and submitted GSR's.
  • Review all completed material sample testing reports for conformance with established MassDOT, AASHTO and ASTM specifications.
  • Assist in the supervision the Aggregate Evaluation across the state.
  • Involve staff in the development or revisions to changes in procedures.
  • Review and prepare materials specifications, test procedures, and recommend changes.
  • Perform related duties such as attending meetings, conferences, interviewing prospective employees, maintaining records, coordinate the district's training efforts, conduct performance appraisals on direct reporting staff.
  • Assist in the testing of new initiatives, guidance documents, policies, or criteria.
  • Completes material sample testing reports in conformance with established MassDOT, AASHTO and ASTM specifications.

Working Conditions:
Individuals may work in an office or outside in all types of weather and under exposure to such hazardous conditions as found on construction sites or laboratories. They may require travel for job-related purposes. Work assignments outside of regular hours, when scheduled, is expected. Individuals collect samples per AASHTO requirements and industry standards. Materials samples may need to be transported, carted and/or lifted during the process. The sample process may involve weights of 50 pounds.
Qualifications Required at Hire
  • Knowledge of General Chemistry
  • Knowledge of principles and practices of Civil Engineering.
  • Ability to analyze and determine the applicability of Civil Engineering data, to draw conclusions and make appropriate recommendations.
  • Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit.
  • Knowledge of safety practices and procedures
  • Knowledge of the methods of general and technical report writing.
  • Ability to prepare technical and general reports.
  • Ability to give written and oral instructions in a precise, understandable manner.
  • Knowledge of the principles, practices and techniques of supervision.
  • Ability to establish and maintain harmonious working relationships with others.
  • Ability to plan, assign and coordinate the activities of others.
  • Ability to organize work by establishing operating and/or relationships and by assigning work accordingly.
  • Knowledge of electronic data processing techniques used in solving problems.
  • Strong organizational, problem solving, and leadership skills.
  • Strong written, and oral communication skills.
  • Effective time management skills.
  • Ability to adapt to changing priorities.
  • Detail oriented.

This position is eligible for a five thousand dollar ($5,000) signing bonus (Signing Bonus) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in Civil Engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in Civil Engineering** or Civil Engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in Civil Engineering** or Civil Engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in Civil Engineering**, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
**NOTE: The terms Civil Engineering and Civil Engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
