The Native American Youth and Family Center (NAYA) serves Native Americans, infant to Elder, in the Portland area. NAYA was founded by parent and Elder volunteers in 1974 who created a place for youth to engage in sports and recreation. Over the last 50 years, NAYA has become a gathering center for Native Americans to practice tradition, teach culture, and build community. Today we employ more than 170 staff who provide a continuum of self sufficiency and educational programs. We are also a powerful advocacy organization, giving a strong voice to the priorities of our people.


We seek a warm and highly organized social services or housing professional to serve as Affordable Housing Property Manager for three of NAYA’s Affordable Housing communities, Kah San Chako Haws, Nelson Court and Ceel Ocks. These are small communities with 9, 7 and 3 units, respectively, located in North and SE Portland. This role reports to Emily Schelling, Housing Development Program Manager.


This is an exciting and important role because the Affordable Housing Property Manager will be part of the team that is starting up NAYA’s property management company. In addition to property management responsibilities, this role will take a lead role in developing resiliency and preparedness programs across all NAYA’s housing properties.

This is a full-time, exempt role with work hours of 9 am to 6 pm with a one hour unpaid lunch. Starting salary is $65,000 to $68,000 per year.


Who You Are

  • You have at least two years of experience in social services or on site residential property management.
  • Affordable housing experience is a plus, as is having a real estate license.
  • Start up experience is a plus, including experience writing new policies and procedures.
  • You are an in-person person. You know that you can’t manage properties effectively without being on site at least every other day.
  • During your work day, you take time to talk to residents and clients and you know everyone’s names. You know this is an important part of your role.
  • You have work or lived experience in the Native community, or you have a commitment to learn Native history and the unique strengths and challenges of Urban Natives.
  • You are a highly organized person who knows how to manage paperwork and files efficiently. Your paperwork is always in order.
  • You have superb follow up. When a client or resident makes a request, you always follow up, even when the answer is No. You have good personal systems to make sure you don’t forget to follow up.
  • You pay attention to detail to ensure accuracy. You are careful and thorough when working with data and databases.
  • It comes naturally to you to have a respectful and professional tone in your written and in person communication.
  • You are self aware. You are able to listen well and center others. You tend not to be defensive. You are generally OK making mistakes and taking responsibility for them.
  • You prefer a team environment at work, rather than working alone. You don’t hesitate to roll up your sleeves and pitch in, even when it’s not your job.
  • You have your own car and a valid Oregon or Washington driver’s license with no more than one major violation in the last three years, so that you can be covered under NAYA’s liability insurance. You don’t mind using your personal vehicle for work purposes (mileage reimbursed).
  • You enjoy attending events, such as Powwows and other community gatherings. One of your highest values is community.

What You’ll Do

  • Oversee all property management activities for a small, scattered site portfolio of properties including conducting property tours for potential residents, managing waitlists, qualifying tenants, managing the leasing process including renewals, managing move ins and move outs, collecting rents and working with vendors.
  • Travel to one or more properties daily. Interact with residents regularly. Address concerns and requests promptly. Investigate and resolve property complaints and rental violations.
  • Shape these properties to be welcoming and inclusive communities that help residents meet their goals for themselves and their families.
  • Ensure physical appearance and maintenance upkeep by coordinating cleaning, repairs and landscaping. Make suggestions for improvements.
  • Along with the Housing Development team and others, help NAYA to start up its own property management company.
  • Develop resiliency and preparedness programs for NAYA’s housing properties.
  • Ensure compliance with Fair Housing and Landlord Tenant laws.
  • Enforce community rules and resolve resident relations and maintenance issues in a calm, timely and fair manner.
  • Learn about Affordable Housing, housing development and property management. Become an active member of the Affordable Housing management network across Portland.
  • Conduct outreach to Native communities and others who have been historically marginalized. Table and network at events to recruit potential residents.
