Job description

This position is located in the Office of Satellite and Product Operation (OSPO), Mission Operations Division (MOD), Engineering Branch, with one vacancy, in Suitland, MD.
This position is also announced under vacancy number NESDIS OSPO-24-12268366-DE, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.Qualifications:

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.
BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least 1 year of Specialized Experience OR substitution of education for experience OR combination in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least 1 program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: College-level experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. SPECIALIZED EXPERIENCE:
To qualify at the ZP-02 or GS-07 level:
Applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-01 or GS-05 in the Federal service. Specialized experience MUST include all of the following:

  • Collaborating with diverse teams of scientific or technical personnel.
  • Authoring technical reports discussing a technical engineering problem.
OR

SUBSTITUTION OF EDUCATION: 1 full year of graduate level education in a related field.
OR
SUPERIOR ACADEMIC ACHIEVEMENT:
Bachelor's degree from an accredited college or university with one of the following. (NOTE It is your responsibility to ensure your application clearly states how you meet one of the following provisions): (1) A grade point average (GPA) of 2.9 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;(2) A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; (3) Class standing of upper third of the graduating class in the college, university, or major subdivision of the college; (4) Membership in a national Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies.
OR
COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of related graduate level education and specialized experience. (Note: Only education in excess of 1 year graduate education is creditable.)
To qualify at the ZP-03 or GS-11 level:
SPECIALIZED EXPERIENCE:

Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-02 or GS-09 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Generating or executing a test and calibration plan for astronautical or aeronautical vehicles.
  • Monitoring the performance of a spacecraft subsystem.

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or LL.M. if related or 3 full years of progressively higher level graduate education leading to such a degree

OR
COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of related graduate level education and specialized experience. (Note: Only education in excess of 2 years of graduate education is creditable.)

Education: College Transcript: Submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
Note: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.
Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
